BRANCH RAILWAYS. | Sir Ricwarp Cartwricut, when in Toronto, brcnghtout amemorandum left by Mr. Foster in the Department of Finance | cOocerning the estimates of 1896-97, and submitted it, holus bolus, to the peo ple as the proposed expenditures of the Conservative Government for that year. Justly indignant at this misrepresentation Mr. Foster said in the course of his recent speech : “This tabulated statement of mine was never considered in Council, it never was authorized, it never was presented to the House, and it neyer was intended to be presented to the House.” There were some items in the memoran dum which would, of course, be reduced or erased; and some of the Liberal papers here have quoted Mr. Foster’s rebattal of Sir Richard’s misrepresentation as proof that | the late Goveroment had no _ iateution | of building the Branch Railways for | P. E. Island incladed in it, It is | needless to say that this does not at al! follow upon Mr. Foster’s statement. The bulk of the items would submitted to certainly have been the Government and | Parliament had not the Liberals by their | policy of Parliamentary obstruction pre- vented ac.ion; and that providing fur the | P. E.Island Branch Railways would have been one of them. Proof of the intentio, of the Conservative Government in this regard is found in the speeches of Messrs _| | Haggart and Foster concerning the vote of money, last session, towards the con- | struction of the Belfast and Murray Har- bor railway. Mr. Haggart said : “I thick it would have been better if | the Government had followed the res olu- | tions which I _ introduced into the | roads at once. If I remember rightly, | these lines included one from the main Jine | to Stanley Bridge, another from Sthe main | line to Rustico, another from North Wilt- shire to Cranaud; two little lines in the direction of Richmond Bay, and one from Charlottetown — besides the one now under discussion. “The Minister of Railways and Canals. What was the mileage sltogether ? Mr. Haggert. According to my reeol- ‘ection, it was about 105 miles. Though I have often been charged with heresy and | often laughed atfor it, [ am of the same | opinion as the bon. Minister of Finance, (Mr. Fielding,) that when, for Dowinion purposes, large expenditures are made io ove part of the country, it is sound public | policy and it is just that expenditure to | counterbalance these should be made in | other parte which are not benefitted by the firet expenditures, In spite of al] the charges of heresy, I have neyer got that out of my head yet. P.E.Islard bas re ceived nothing in the shape of subsidies to railways atany time, It is entitled to its share; andifthe people have set their hearts on these little lines of rai!way, they should have them.” ’ This quotation, and Mr. Haggart’s speech asa whole, shows that the iste Government were in matier. | earnest about the Mr, Foster, upon the same occa sion said, speaking of the late Governments intention ; “Wedid not go into it in connection with this one particular part of the the island, but we wentinto it with refer- ence to thedifferent parts of the island, with | 40 idea of proposing and carrying out such —— roads as, when fully completed would connect every portion of the Island which it seemed to us had need of com-~ munication with the mainland, and out of which we believed that a faixy traffic could be got. Iknow we went very carefully into, the questions of costs and returne wiih the officers of the Railway department. *“ * * © * We brought tbore resolu- tions down to the Houee, and if we had remained in power we would have carried | them througa, and not only Murray Har- bor, but the other sections of the Island which demanded them, as they do now, these advantages, would have had these lines of communication.” These statements are, we submit, con clusive evidence that the Conservatives intended to construct the branch railways requested by Senator Ferguson, Mr, Martin, M. P., Mr. Macdovald, M. P, and other gentlemen at that time repre~ | senting the interests of this Province. ; - Our great clothiug department has never been so full of bargains as this fall, Don’t leave your measure for an overcoat until] yon have first seen those $1@, $12, and $15 coats of ours—Prowse Bros.
