read tlie great speech. it will repay them a huiidredfold.

is no burkiiig enquiry. no bushing up alleged scandals, no
shielding guilty parties~friend or opponent. The Govern-
ment guve the widest, lattitude to the coiiiiuittee in calling
evidence :intl probing conipliiints-and what did it find?
That the Govt-riinient had taken every precaution at the
outset-so fur bark as September, and long before the
Liberals liztd dreamt of suggesting safeguards-to prevent
fraud, misrepreseiitatioiis or graft. The Premier himself
proposed, and it was unanimously agreed to, that no inter-
inediarlos or iiiiddlemen should he recognized and that
iiianufactiirers only should be dealt with. This principle
has been faitliiully adhered to, but as Sir Robert says,
"one can readily understand that persons may desire from
time to time to practise fraud or to impose imposition upon
the Government through the very con illtions which have
arisen. l do not speak of that in a. general sense, because
l think that there are few people in Canada who would he
guilty of anything as dishonest and unpatriofic. But we
know that there are men who, even in time of war, will
seek to make undue profits out of' their business relations
with the Government, even when all the people oi'_the
country are straining every effort and are inspired with
the most patriotic desire to assist. and to sacrifice their
own interests in every possible way. Let me point out to
the House and to the country that this is not true of Can-
:iiia alone; it is true of all other countries as well. lt is
irtie wherever human nature is what it has been in the
past and what it is likely to he iii the future. I have before
me au article which appeared iii the London Times on
March 23 last. It is given a very prominent place in that
ltreat journal; it occupies two coltimns, and I may be par-

satisfactory assurance that the money which is voted and
the money which is given flow ton freely into the pockets
