On the other hand an excess of agricultural energy produces an over supply of provisions, a glutted market, with lower prices an-d hardship to the producer, one of these hardships being in the increased, cost of man- ufactured articles, the result of a shortage of skill- ed labor. To the same extent an excess of city po- pulation tends to over-production of manufactured klPlllCl0S, lower prices and less sales, bringing about want of employment and a reduced power of tlhose upon whom the farmer depends to buv and consume his crops.
