I IN THE PHILIPPINES. The anniversary of the capture Of’ Manila was recently celebrated by r the Americans in that city and was` coupled with the touching ceremony of dr cor-ating the graves of 300 Ameri- can soldiers who have fallen in that distant Field. The incident in one r-esp ct might have served to recall the burial of Sir John Moore at Corunna, inasmuch as the ceremony took place within hearing distance of the shotted guns which the foe were “su`1ler_~l_v tiring." Ir, throws a strange light upon the progress of the American conquest of the Philippines to be told that a battle or bombardment could be going on at the time`mentioned within five uiiles of Manila, but such appears to have been the fact. The American gunlioats were at the time liombarding Paranuke. which is but that distance south of Manila. To the northward along the coast and for some distance inland American authority has been enforced, but so far but a very limited area around Manila, appears to have been subjected. \\`e read that the Commission sent cut with a view to ascertain the form of government best suited to the Philippines and to treat with and conciliate the native leaders, hav'e so far failed to agree upon terms. They r have begun a series of social entertainments in Manila, with a View to show American liospi-Q tality and good will, at the first of which, it said, a number of the wealthy natives of Man la attended. This is not surprising, as United States authority is fully established in the city, and the natives find it convenient to stand in with the powers that be. But the fact remains that the vast body of the natives of the islands are still notoriously hostile to the 'United States. No doubt their ignorant minds have been filled with prejudices, and they do not know what is for their good, but the y are apparently as little reconciled to American as they were to Spanish rule, and are deter- mined to tight on for independence. This is regrettable, as it means that the war may be continued indefinite- ly. There can be but one end, how- ever, and that is the ultimate sub- jection of the Filipinos. The Railway has not been productive' of revenue in -the past, but we have reason to believe that improvement along the lines suggested would in a. short time add considerably to the receipts, especially during the sum- mer months. _i When Mr. John G. Scrimgeour, of bonded warehouse fame [ulsoa Justice ofthe Peace] was recently charged with a violation of the Scott Act the evidence was conflicting and the case was dismissed. The charge was for having sold between 10th February and 10th April last. Two witnesses said they got liquor but did not pay for it-they got it for nothing. There was a conflict of testimony as to whether certain sales were within the dates, though one witness sw.re to a purchase on the first day of March. Mr. Scrimgeour swore that , he sold no liquor to that witness or iany onerlse within the dates. Not- withstanding the failure to convict in this partkular case there appears to beastrong impression that the lc- cali’ y of the bonded warehouse is still worth watching. Mr. Scrimgeour has given no decided evidence of a change of heart since the days when he was repeatedly' convicted for Scott Act Viol-it ion. “_To 'Do Ill C:osts_Mo1-5 Than to Do Well."
