Speaking at the University "of Manitoba, Gerald Regan said he would support the idea of scholarships to en- tice athletes to stay in Canada. 'Asked what the federal go— vernnent could do about the mass athlete exodus to Amer— ican college campuses, Regan agreed that scholarships would be helpful. I "And I am supportive of any plan capable of keeping athletes in Canada," the minister said. The University of Manitoba plans to begin offering ath- letic scholarships next year. There has been some concern that the Canadian Inter-col- legiate Athletic Union (CIAU) which governs Canadian inter- university athletics, would change the amateur status of University of ManitOba‘ ath— letes if they received g scholarships . The CIAU ncw has a policy that schools offering scho- larships can no longer cone pets in tte CIAU. Spokespeople for the U. of Manitoba have said that the CIAU may soon overturn * at policy and let schol— arship—offering schools compete. Regan said scholarships from private funds may be necessary if the provinces do not adequately finance the universities' athletics programs and amateur sport in general. He said his departnent would like to help but the loss of revenue from lot— teries to provincial juri— sdiction means more money cannot come from the fed— eral government.
