By law advices from Ottawa it is now authorltntlvely slated that the Govern- ment will immediately undertake the construction ofa new ami more powerful lee-breaker for the purpose of improving our winter communication, pending the construction of the Tunnel. This in as the I’eople`s Delegates were assured. But- the steamer will not he forthcoming for next winter; as the Department contends it will take a year to build it. It is hoped that in the meantime Iion. Mr. Prefon- taine may afford us the use of one of the strong winter boats novriuscd elsewhere for next winter with a view to maintain- ing on both routes the best service that can be given by stenlners. It is the intention that an expert from the Ilepartinent, probably Capt. McEl- henney, fortified by the experience gained in building the Stanley and Minto, and in the narigzation of the Straits during the recent severe winters, will proceed to the Old Country and make arrangements for the construction of the new ice-bre1\k~ cr. The delay of a year is regrettable, bud there is hope that it will result in~ecurir|z a better boat than could be had if the con- struction were tn be hurried unduly. 'l’l1e Tunnel agitation has never obscured this great need but has undoubtedly help- edjforward the project of providing a new and powerful steamer, dtspitc the predictions of certain interested parties to the contrary. So far everything goes to ` prove the wisdom of the course decided upon last winter to dcrnand the construc- tion of the Tunnel, with s stronger and better winter steamer for use in the mean- time. Our people have come to recognize that it isby timely and persistent agitation we shall obtain ultimately a full release from our winter isolation. The Stanley was the direct outcome of tha movement lof 1886 asthc new boat will be the out- come of the 1005 movement, but while they are so many steps forward, the Province can never come to its own until the Tunnel is built. That great work must come; it will be doubly valuable if lt comes quickly and before our losses become irrctrievable. There. are now po\verful interests working in our favor and the general sentiment of Canada is to do us justice. All hope of bringing Newfoundland into the union, as is much desired, must be abandoned un- .til the one Island Province now in the union shall be justly dealt with. The clear duty of every patriotic Islander is to stand firmly and hopefully behind this movement until success shall crown our efforts.
