This statement in the editorial shows only two things, either that the Government has paid the contractors for work done by the Government's own forces, or that they have paid the contractors in ADVANCE for work which they may or may not do in 1939. In all such statements the Liberal financial apologist seems to have the art of deduction down to a science, as he deducts. the subgrade, he deducts the preparatory work and he just deducts and deducts. The people do not care whether certain items should be charged to this or that account. They are interested only in what is the final total sum they will have to pay for the finished work.
