I was first elected to the City Council in 1920. as the representative of Ward Two, andl have had the honor of representing that division ever since. During those eight years I have. at different times, served as chairman ofthe Finance, Tender and Public Property, and Light Committee, and as an evidence‘ that my coh- stituents approved of my conduct in these dif- ferent capacities, I may be permitted to point out that in the elections of both 1924 and 1926 I had the additional honor of being returned to the Council unopposed.

I have always been a supporter of permanent public works, but we have now reached the stage where the continuance of such work means a further increase in our debt or higher taxation, to either of which I am unalterably opposed. It shall, therefore, be my policy, if elected, to proceed in a cautious manner in such matters, until our revenue has been in- creased. Such an increase can, I believe, be brought about by a more equitable assessment of our taxable property, and I shall cooperate, in the fullest measure, with the members of the Council, in, involving a workable plan for that purpose.

In the matter of public ownership of elec- tric light and other utilities, I may say that I shall endeavor, when the proper time arrives, to deal with such matters in a manner that will prove advantageous to the taxpayers and citi- zens generally. '
