The personal abuse and nicknames in letter that while claim a Liberal-Conservative, Mr.-Lowe is an all too appreciative reader of the Patriot. Still we insert it as itis (1) because we recognize Mr. Lowe’s right, as a practical carpesier, to criticize in the press such a work as the Stock Farm Buildings; and (2) because we believe in the old schoolboy saw which says that

Tie statements which Mr. Lowe makes will, of course, receive the attention of Commissioner of Public Works, though that official may aot, perhaps, think it worth his while to answer them. But suppose@they are true:

2. The Commissioner retains in his bends a balance of the amount of the ccutract sufficiently large to pay for any work which may be needed to bring the buiidings up to the staudard of the speci- fication.

Unless, therefore, the Commissioner should pass the buildings before he bas satisfied himself that the contract has been fairly carried out, or give the con- tractor more money than he will be justi- fied in paying—neither of which he is, we think, likelyto do—the interests of the Goverument and the country in this matter are still secure.

The “Northampton.” CREWDS ON BOARD—FURTHER PARTICULARS 4BOUT THIS SPLENDID VESSEL.

H. M.S. Norenameron was yesterday by some hundreds of our citizens. Everyone we have seen is highly delighted with the ship, and grateful foi the kind manner in which they were re- and shown around by hor ships company.

For the benelits of thoze who have not had the pleasure of inspecting her, we ada « few in‘ereating particulars respecting the equipments which make the Northampton perfect in modern warfare.

Chis splendid vessel is supplied with two second class torpedo boats, both of which are forty feet in lencth and six feet beam. hey have very powerful, noiselessly-acting the furnaces of which condense ibeir own smoke to escape detection. These vboats, when carried, are placed on crutches abeve the netting, between the main rigging and the fore bridge, so that when required they are easily got out.

Sappose these torpedo boats to be used : While they were being launched from the deck of the Northampton, the fires would bs lit in their furnaces, and the boilers would be supplied with hot water from the ships boiler. ‘They would each be supplied with two Whitehead Fish Torpedves ; and when within range of the object of attack, w.y thirteen hundred yards—these would be discharged as r-quired, from the frames on eitherside. Then, woe to the object. Each of the terpedees has in itself a com- pete engine, the propelling force of which is compressed air; and the torpedoes can be propelled, unperceived, through the water at the rate of twenty-nine keots an hour. In the head of the torpedo is placed thiety-three pounds of gun cotton, which is exploded bya mechanical arrangement calied *‘ the pistol,” on striking any hard substance, such as a ship’s side. The tor- pedo can be made to sink or float, as cir- cumstances require, if it should miss its ob- jovt. Che ship is also furnished with ap- puances for exploding charges of gun cot-

Donald Ferguson and Hon. William Campbell—men o! integrity and good judgement—mean responsible to the country for their official acts—should be appointed to control the public works of the country. But,from the fact that these men are neccessarilly uatiaiaed in the construction of public works, it is neces- sary that they should be advised and assisted by a practieal Civil Engineer. lt is impossible to estimate the loss which the country has, iu the past, sus- tained because there was ue such official. I: is tmpossible to estimate the loss which the late lamented Mr. Bailey seved the country. It is quite impos- sible to estimate the amount which’a well educated, well trained, prudent, impar- tial Civil Engineer may, if appointed to our Public Works Department, save for the tex-payers of this Province.

The Government, we thiak, are doing well in taking their time over the ap- pointment. Better not make the ap- poiutment at all than to appoint one in- competent for the onerous andjimportant duties of the office, Everything depends upon the man selected ;—though we do not think it necessary to go a hundred miles from Charlottetown to get the man.

THe Frencen Harvest.—The Standards despatch from Paris, dated September 3rd, says : *‘ Competent authorities thirik that the crops of France will fall short of the requirement for home consumption, and that the deficiency will havi to bo made up by imports from America, thus implying a continuance of the gold draia to America.”

Pus Mackeret Carcu.---According to the Boston ‘‘Advertiser” :--‘* The mack- ere! catch in the provinces this year prom- ises to be light, and at this writing the weather is most unfavorable. The largest mackerel, No. 10, are very scarce, and almost any price can be obt«ined for them, many orders for such being unfilled. There is » good business doing in oll kinds of fish, and stocks with the trade are not large.”

The ship’s launch of the Northampton is fitted for laying down counter mines, viz. — 12.500 Ibs. mines filled with gun cotton, which would be used for clearing a channel through an enemies torpedo defence.

The steam pinnacs is also supplied with the Whitehead torpedo gear and out-rigger charzes from spars on both bows.

There are other boa‘s fitted for ‘‘creep- ing” and “sweeping.” The former oper- ation is done by means of yrapnels, with gua cotton charges attached, for destroying electric cablesaitached to the enemies torpe does. The latter,sweeping for the enemies torpedoes—is done with two boats. ,The tor- pedoes are exploded by means of charges of gun cotton attached to the sweeps, and set off by electricity.

These boats have also fiitings for laying down a series of electric contact mines which would form a defence round the ship or an harbor.

There are also quantities of hand charges of gun cotton, which are used for boarding an enemy’s vessel or repelling boarders. These when thrown ate expleded by an instantaneous fuz>, causing great damage and confusion.

In addition to all these, the Northampton is supplied with a complete wire netting, whieh ean be placed right round her by means of large spars at a distance of about 40 or 59 feet to protect her against torpedo at‘a k.

A CORRESPONDENT informs us that John O’Ronaghan, Esq., has just eompleted, on his farm at Somerset, Prince County, one ef the finest driving parks on the Island. Mr. O’ Konaghan has completed this Park as a pri- vate enterprise, and intends to open it with a splended race during the second week in Oc- tober. It is reported to be capable of con- veniently starting seven horses, one-half mile round, perfectly level, and situated in a beau- tiful part of thie country. Mr. O’Ronaghan has a splended lot of young stock on his farm, which he intends training on his new Park, and which will compete in the 3-year old race. We hope his enterprise will be handsomely rewarded,

Tue Hon. J. A. Mousseau, who has just re- turned from a tour of the Gulf of 3t. Lawrence in the Government steamer La Canadienne, gave some interesting information in an inter- view with a reporter regarding our fisheries. The hon. gentleman visited some eighteen or twenty stations, and has foond, whatis not a frequent oecarrence, that the crops and fish- ing have both been good this season.
