Mr. Ferguson's triumph in this case is signal and complete. His majority is one hundred and ninety-five.

Pardons in India.
The pardon by Lord Dafferin of 25,000 per- sons imprisoned throughout India for various offences, on the cecasion of the celebration of Her Majesty's jubilee, naturally gave rise to considerable discussion in Parliament and in the press The Earl of Derby asked the Secretary of State for ludia whether it were really the fact that those offenders had been liberated, and if so, whether they had under- gone sufficient punishment already. In the latter case, he thought they should have been released, independently of any consider- ations. But if not, he questioned the expediency of setting so many law- breakers loose upon society merely to give eclat to @ public celebration. Lord Lytton, who understood that the present viceroy had obtained the Queen's sanction to the act of clemency which he had performed, gave some timely testimony as to wiht the immemorial usage of sovereigns in India. A policy which in England would be decided- ly wrong and practically out of the question had an aitogether diilerent significance among the races of In lia. The whoie social and in- tellectual fibre of the Eastern world differed from that of the Western. The pvupuiations of the East cherished with passionate tenacity all the characteristics of personal government, in which they liked to recognize the presence of the haman heart and will. He gave an in- stance of this feeling as displayed on an occasion during his own term office, when 2 poor widow waited a week near a solitary pass in the Northwest frontier where she had heard the viceroy should pass to beg for the pardon of her soa for some military offence. Viscount Gress gave the official explanation of Lord Datferin’s proceeding, reading the telegram in which His Excellency showed its expediency and acceptability to native sentiment. The Marquis of Ripon added his own experience that such acts of clemency im India had been attended with good, the pardoned criminals ravely relapsing into crime.

The year book of the Established Church in England for the year 1887 is a model one of its kind. All the subjects treated of are admirably arranged, so that any particular one can be reached with the minimum of research. The statements also are authori-
itively reliable, and concern every matter in which the Church is interested. Of the new features of this year’s issue, among the more important are the facts which show the growth of the Church in the Diocese of Manchester. During the tifteen years of the late Bishop Fraser's adminis- tration there were additional church sittings provided to the number of 60,000 at a cost of nearly £1,000,000, while during the 21 years of his predecess , Bishop Prince-Lee, the number of additional sittings provided was 77,000, at a cost of over £550,000. Facts are also given sbewing the Church's gratifying progress in Sheflield, Northamp- ton, Preston, Wolverhampton and other places. Another tiew feature is a summary of the proceedings of the House of Laymen, which met for the first time on February 16th, 1886. There is an addendum to the volume on the suject of Church patronage and parochial administration. The oa feature of the present year’s volume is a statistical sum- mary of the work of the Charch of England for 1885, arranged under the different dioceses, together with an account of the Chureh’s voluntary contributions for objects not inciuded in any similar previously pub- lishe? summary. From the figures. given it ears that such voluntary offerings amount to no less than £5,000,000 a year. Santis.

The would-be leaders from Charlottetown were out in the field in force. Though the weather and the roads were unfavorable, a large vote was polled, as follows :

The Contest in the Second District.
THE WISE-M’ KAY ELECTION.
Mr. Justice Henxstry gave judgment to-day in the Wise-McKay election case, and decided that Mr. Wise should have the seat. His Lordship struck off the poll polled for McKay which left 929 recorded for him. Mr. Wise lost twelve votes which were struck off as being bad, and two were added for him, which the Judge decided should -have been ac- cepted by the presiding officers. After the deduction of the 12 bad votes and the addi tion of the two which should have been taken, Mr. Wise was found to have 942 votes and therefore entitled to the seat.
Of the special votes polled, one given for
McKay was struck off on account of the iand on which the voter claimed to vote being situate on Township No. 33, and consequently out of the district. Mr. Wise lost three specials, one on the same ground as above and the remaining two because the property on which the votes were given was not worth forty shillings a year. All the special votes given on mortgages were allowed and counted,it being admitted on both sides and decided by the judge that a mortgagee whose interest amounts to forty shillings a year is by law entitled to vote.

Gliichrist Scholarship
APPLICATION was made a short time ago, by Lieutenant-Governor Macdonald, to the Colonial Office, to have examinations held in this Province for matriculation for the University of London and for Scholarship offered by the trustees of the ‘* Gilchrist Educational Trust,” depending on the results of this examination. It will be seen by the following comununication from the Registrar of the University that the examination will be held here on the 12th June next, and inay be taken by all approved candidates whether they desire to colmpete for the scholarship or not. We learn that those who obtain a certain percentage of the marks will be eligible to enter any univers- ity in the United Kingdom without further examination, and if their standing is sufficiently high they may also obtain the degrees of A. B. and L. L. B. or the Gil- christ Scholarship, a most valuable one. Our young men can now take this examina- tion without the disadvantage of going abroad, and we trust that some of them niay try the examination in June next :- ** UNIVERSITY oF Lonpon, Burlington Gardens, W., February 22nd, 1887.

that the Matriculation examination may he held in that Island in June next, I have to
state that arrangements have already been made, at the request of the Gilchrist Trustees for holding that examination at Charlotte- town with a view to award of the Gilchrist Scholarship allotted to the Dominion of Can- ada, and it is the desire of the Senate that the examination should be open to all candidates approved by the Local authorities whether they propose to compete for the Scholarship or not.
I may take the opportunity of mentioning that as the celebration of the Queen’s Jubilee will fall in the week commencing June 20th (the day on which the Matriculation examina- tion should haye commenced) the Nenate have deemed it necessary to direct that the examin- ation shall be held in the preceding week, commencing June 13th, and the questions will be despatched in sufficient time to allow of the examination beginning on the 13th in Canada,

His Lordship Archbishop Fabre has given his consent to the formation of a permanent Garde Noble to be in attendance at his levees and on other official occasions.
The idea originated with that of the Papal Garde Noble, which is composed of the mem- bers of the old princely families of Rome. The uniform consists of a tunic of scarlet cloth, with facings of gold embroidery. The rest of the uniform resembles that of the French cuirassiers, the ornaments being gold instead of silver. They wear a Roman helmet and ! top boots, and a Court sword completes the | vostume. At the official reception they mount | guard in the corridors ct the palace and! around the Archiepiscopal throne.

Sin,—I notice in your issue of the 5th, a letter from J, W. Carmichael, in which my position with regard to public atiairs is strangely misconceived. I do not wonder that party organs should, in their quotations and interpretations, think only of the interest of their party. of Mr. Carmichael. He says that. Mr. Blake ‘*charged that the government of our country stood guilty before God and man for every drop of blood shed in the late Northwest re- bellion,” and that Princigal Grant ‘‘in his place in the General Assembly, made almost a similar charge.” I made nasuech charge. In seconding Dr. Caven’s motion on the Northwest, I said that we had been guilty of national sin, and that if we did not repent worse would befall us. Is it possible that Mr. Carmichael thinks that the govern- ment only was meant, and that we should repent by turning it out? It may be pleaded for such an odd interpretation that he did not see the language used by Dr. Caven that [ had heard just before rising. Dr. Caven had pointed out solemnly that both parties had sinned in the matter, that both, had appointed unworthy agents in the Northwest when yood men could have been had. But the only paper that reported that part of his speech was the Toronto Mail, and that paper Mr. Carmichal may not have seen. But, in- dependently of that, he is quite able to take a more profound view of what is meant by uational sin, and what is meant by a call to national repentance.
He also quotes, from an article written by me last October for the Xmas number of the Montreal Star a paragraph that has been mace to do much party service lately, implying at the same time that it refers only to the pres- ent government, and he says with regai long list of charges that ‘‘it will not ds sume with the Toronto divine the attit: suspended judgment.’ I stand by ever) in that paragraph, but it is melancholy that a man like J. W. Carmichael can see in it only a party weapon. I join with him in demning the new Atlantic scandal, the tempt to break up ‘Our Country,” the solent attempt to detach a province by hold- ing out to it the bribe of impossible trad vantages? IT condemn every attempt to prr- chase counties in detail. Does he imagine that on!y one party tries that game? Dves he imagine that purchasable members of par- liament sit only on one side of the speaker !”
I can assure him that ‘‘the Toronto divine” and J agree. Indeed, I cannot conceive how a just man could take any other attitude with regard to charges made by the party press against individuals than thet of *‘ suspended judgment.” ‘Take the accused individuals into the public courts or give them a fair trial anywwere. Then and only then ask us to pronounce judgment. Were the press inde- pendent, it might be otherwise.. [But party organs have discredited themselves too hope- lessly to ask us to take their word or oath tor anything, where party interests are concern- ed. ‘To them more than to any other cause is to be attributed the fact that bad men are sometimes elected to Parliament. The heart of the people is still sound; but the people have been ealloused by the constant cries of “Wolf, Wolf,” against every one not of a par- ticular stripe, and so when a genuine wolf comes, they are insensible to the most piercing screams.
It may be said that during a general elec- tion, under the present system, our supreme duty is*to decide which party is most likely to give us a pure admiuistration, and then to do our best for the triumph of that party. But, now that the struggle is over, what is the duty of the citizens? To moderate the spirit of partizanship, to encourage an independent press as the one thing needful under free in- stitutions, to respect and pray for the govern- ment chosen by the people, and to unite_in sustaining it against all kinds of illegitimate sectional and sectarian pressure. No matter how men voted last month, this is the com- mon duty new. Mr. Carmichael thinks differently. The side to which he is op- posed is still ‘‘the enemy.” Either ‘‘ the rulers of our country are hopelessly corrupt or Edward Blake and his followers are utterly abandoned.” That is the dilemma of the party press, and it is a significant illustration of its malign influence that such a man as Mr. Carmichael should believe that he is forced to accept one or the other of its cruel horns. May I suggest to him that the spirit indicated by you is better? Then, should the govern- do well, the country will be benefitted. Should the government do ill, the opposition will be benefitted. But if instead of all believing that that they have a common country to serve, we are in for a mere struggle of factions, in which the two will bid against each other to the bitter end, what must be the consequence? The country will be bled white, and the opposition will probably remain what it is. A minority can hope to become a majority only by rallying to it the non-party men. It cannot convert dyed-in-the-wool opponents, and dyed in the wool friends do not need converting, You cannot attract the calm and thoughtful by violence, the independent by asserting that there is nothing more sacred than party, and denying that there is any such thing as inde- pendence.

We see by the Royal Gazette of the 12th inst., that sealed tenders have been called for etlicient steam service on the ferry between Summerside and Hurds Point Wharf, Bedeque, for the term of three years. The contract calls for the conveyance of passeng- ers, vehicles, luggage, freight, etc. Tenders will be opened on the first day of April next. As this is one of the best fernes in this pro- vince we have no doubt the competition: will be quite keen.—Journad.

An Urgent Request.
Sin,—The City Council have at last de- cided that the otfenciveness of the Fish Mar- ket shall no longer pollute Queen Square. This is well.
Next in order will it be to remove the hay market and city scales to the jail square. When this is done and the present site con- verted into a grass plot and flower garden, with a nice vrnameutal fountain playing in the centre our people will be surprised that they ever allowed this central locality to be used : for little else than a farm yard. We often see the thoroughfare at the junction of Queen and Grafton Streets blocked with loads of hay making ordinary travel next to impossible. This can only be avoided by carrying out the foregoing proposition. Especially during the summer season when strangers visit us will this improvement be appreciated, and the evils of dust clouds and filth would disappear. The people hope that some progressive City Councillor will move in this matter

No.3 are nominal at, $9 per barrel. Receipts of Mackerel for the week closing Friday were 1,883 bbls., of which all were from the Provinces. Imports from Provinces since January |, foot up 12,430 bbis., against 7,626 bbis. same time last year.
