What does Ottawa’s obligation involve? Our position was clearly stated by the late Premier Jones in a brief! presented at a" Deminion- Provincial Conference in August, 1945. “When in 1873 a contract was made for Confederation with Can- ada,” he said, “it included a unique clause stating" that continuous and adequate communication with the mainland should be maintained. The

intention was to make mainland '

connections up to date. If the agree- ment had been consummated in 1945 instead of 1873, it would have in- cluded adequate communications for railway cars, trucks, buses and auto- mobiles by ferries located in at leas1 two points on Prince Edward Island and probably communication by air for mail and passenger travel; or else we would have remained out 'i of Confederation."

Our ferry requirements have greatly increased since this presenta- tion was made thirteen years ago, and they will increase still more be- fore \the long-term Causeway project ever materializes. There is need for an immediate start on a new boat and it is to be hoped indeed that the Government, as our Kings County representative implies, is preparing to implement its obligation. We should like to hear from our otheI members on this important matter

In 1953 the late Senator Mc- Carthy made continuing headlines with an. “investigation” of the US army’s Fort Monmouth. He charged that the installation was infested with Communists and spies. Buck- ling under the McCarthy assault, the arm y suspended 33 civilian em- ployes as security risks.

Now, five years later, the story has come to “the end of a long road,” in the words of a federal judge. And the end finds every single one of Ihf 33 cleared! Twenty—seven of the sus pended employes were cleared dur-

Instead it offers to restore all these, alleged “spies” to their old jobs, clear their records and give them any back pay over and above what they have 'since earned in other work.

Finance Minister Fleming had just returned from a tour which he describes as “Around the World in 48 days"—somewhat

quicker than the 80 days taken by the clown Cantinﬂas in the film directed by the late Mike Todd; but then Mr. Fleming did not have to rely on improvisations in his 35,000 mile journey—41c made it in 28 separate hops on scheduled air-liners.

During his travels, Mr. Flem- ing officially received Princess Mangaret at! the Canadian Pav'- ilion at the Brussels World Fair; attended as governor the meet— ings of the World Bank and Mon- etary Fund in India; inspected Canada‘s contributions under the Colombo Plan; and talked trade in Japan. .

He avoided the iucoITnImoding scourge of western man in the Orient, yet lost nine pounds off his stocky 176 pound 5 foot' 3 inch frame. And now, with blue eyes glittering with enthusiasm, he recounts, enthusiastically what he saw that our money and friendship are achieving'in that important past of the world con- taining the most populous part of the Commonwealth.

Berlin Crisis Implications

There's more than meets the eye in the crisis over Berlin. Perhaps by the time it simmers down—the West once again will be blinking with astonishment at some new and significant Com- munist victory. 5 '

As it did several times before, the. Berlin situation has the look of a diversion, and an important one. This time the Middle East may be involved. '

As with the offshore Chinese islands in the Pacific, Berlin is readily available at any time the Communists need a crisis —- to cover up some internal develop- ment or serve as a smokescreen for thrusts elsewhere in the world. Perhaps it could be both.

As in the case of the Formosa Strait, the Communists have the initiative in Berlin.

WHY NOW?

Berlin's situation has existed for a long time. Why, then, a crisis now?

On the basis of past exper- ience Berlin's crises are steamed up deliberately. The first big one came in 1948 and lasted 11 nerv- ous month‘s. Stalin manufactured it, When the clamor died away, the world suddenly realized the red revolutionwas all but ended in China. Chiang Kai-S‘hek had been chased from the mainland.

The next noteworthy Berlin crisis. two years ago. lasted only a few months. Then — as now— the Russians were only a .few months away from an all - union Communist party congress. Suchi congresses serve as platforms for unveiling important decisions with regard to internal and ex- lemal affairs. The 20th congress two years ago was the one that de‘hrcned Stalin as a hero.

The let party congress is set for January. From Soviet press hints. it may be the occasion for Nikita Khrushchev to finally nail down his one-man dictatorship. It also will be a platforr'1 for telling the Russians what's ahead for The next scve n years w more years of waitin: for promises to be fulfilled while the USSR.

S u c h internal considerations alone, however, would not seem sufficient for a full<blown, Berlin crisis.

NOT ENOUGH

The game would be worth the candle, however, if the fuss pro- vided cover for a new and un- answereable move possibly aimed at gaining a. measure of control over the flow of Middle East oil. For the Russians, there are several promising Middle East situations in an arena that still has priority 'n the Cold War.

Gamal Abdel Nasser‘s United Arab Republic, astride both pipe lines and the Suez:Canal. is ra- pidly becoming more and more involved with the Russians econ- omically. Iraq’s revolutionary re~ gime walks a tightrope.

Communists are heavily infil- trating the country. And in Jor- dan, the throne could be toppled at any moment.

CRISES SPECIALISTS

The Communists already have demonstrated their facility for engendering crises in the Arab East. What they are up to right now is anybody’s guess. Here’s one—not far - fetched, by any‘ means: 3

Such protection might mean a Soviet base on Arab soil, at the invitation of a sovereign Ara-b government recognized by the West. And no doubt many of you recall stories about how some of our fighting men in World War II became dope addicts be- cause of the drugs they took to ease the pain of their wounds. It is for this reason that many persons—«more than you m i g ht imagine — don't like to take any pain - killing drng stronger than aspirin. The mere mention of the word morphine makes them shud— der.

FOLLOW DOCTOR’S ADVICE

Now I certainly don’t recom- mend that you take any medicine if you don't need it. That's only common sense. on the other hand, if your doctor prescribes some specific drug — morphine, for example — for you or a mem- ber of your family, follow his advice. That’s common sense. too.
