"The trade and economic im- plications of the Soviet oil of- fensive are serious in them- selves and warrant full under- standing. They are only a part of the danger facing Canada. in- deed the Western world.
"Oil has increasingly be- come a political and ideological weapon that the Soviets have adopted as an instrument in the cold war. Failure to understand this means that many of the moves made by Russia will not be understood because they do not fit the normal competitive business pattern.
