A regulation making compulsory the installation of flush toilets in every Charlottetown dwelling has been approved by the Executive Council and will shortly go into effect under the Public Health Act.

The regulation provides that all residential apartments or other premises "used for human habit- ation" in Charlottetown "to which sowcrage connection is. or shall be reasonably available" shall in- stall and maintain flush toilet fac- ilities. This must be done within" three months "after the making of this regulation, or within three months after such connection shall be made available, whichever shall be latest." '

The regulation providixs that. after the tints limit set forth for installation of such facilities. "no privy or like facility shall be used for such premises."

It also provide that "for the purpose of enforcement...the as- sessed owner shall be deemed the owner of the premises and liable, to the penalties for breach hereof."
