Lim Yew Hock, the British colony's cvief minister and leader of the moderate Singapore Peo- ple’s Alliance, announced Thurs- day that inter-party talks aimed at avoiding a split vote broke down early Thursday morning after an all-night session.

He advised the electorate to vote for candidates from any party—‘‘sa long as they are anti- People’s Action Party.”

The P.A.P., headed by Cam- bridge-educated lawyer Lee Kuan Yew, now is expected to win a clear majority of the 51 seats being contested in the General Assembly .
