The Coal Oil Industry.
One of the points to be attacked by the Oppositiun at the present session is the duty on cval oil.
The Montreal Star for some time past has been persistently advocatiwg the aboli tion of the duty on American oil; and many other p: pers in Canada have taken up the seme cry. From the showing oj these pspers one would be inclined t think that the duty and customs regula tions were the cause of the high price charged to the consumers of coal oil in Cinada. In order to place the matte: iairly, the following facts have been ob tained :—
The coal oil wells at Petrolia have to be pumped with expensive machinery, and none of them extend down over 500 feet - whereas, in the United States, many of the oil wells flow without pumping, and a much greater quantity of the raw product ir available. The Canadian raw oil is of 4 heavier gravity than the American product, ahd requires greater expenditure in retin- ing it ; but owing to the skill of our manu facturers, the quality of Canadian coal o:] or kerosene is now fully equal, if noi superior, to American,

On account of having to expor their products to a foreigu couatry, where there is a high duty to tace, the American refiner naturally sends the best gouds they make, and little of the poorer grades ot American oil are imported into the Dominion. In consequence, a reputatior has been obtaized for American Coal Qi; and our pecple usually suppose thai Canadian oil is of poorer quality. While this is not true, when the same grades vi oil are compared; yet traders have—for their own purposes— helped to confirm that impression. | am informed on good authority that merchants and traders sell large quantities of Canadian oil as Amer- ican; and consequently obtain larger profits The price of good Canadian cil, suitable fcr family use, and which has to undergo the same Government inspection as the American—at Petrolia is 10} cents per gallon in barrela, and has not been higher for the last two years and 7} cents in bulk; and the very fiuest quality of water white grade, which is better than avy usually imported into Canada can be boughs within cents of that price.
The question will naturally be asked. ‘“*Why is it that such high prices are charged the consumer?” ‘he answer is that the wholesale dealers, of whom there are Only one id each large city, have a mon
opoly of the sale in their district, and they caarge from 15 to 18 cents per gallon accora- ing to the quality of the oil and the distance from the oil ceutre or refinery. Then the merchant who purchases from the vholesale man also adds a profit. The coumry retailer has another profit, and in conse- quence, the oil that only costs 10} cents at the refinery is sold tothe consumer at prices varying from 20 to 30 cents, according to the competition among the retailers. The refiner of the oil, as can readily be seen, does not obtain the large price for his pro
duct that some papers bave pointed out, when the cost of the raw material and refio- ing is taken into account, aad it is altogether through the profits charged by the different middle men that the con. sumer has to pay so much for his kero

If the duty were taken off it might possi bly lower the price of coal oil fur a ehort time; but as suvun as it was, the American combine, known as the Standard Oi! Com- pany, would fl»od Canada with their goods, and close the manufacture of it in the Domivion. Then they would be in a posi tion to charge what they please. An illus- tration of bow the abolition of a duty raises the price—in certain cases—is seen in the case of anthracite coal. When the duty on anthracite coal was enforced, that eval could be bought in Central Canada for $6 per ton, and sometimes a little less; whereas now it sells at $6 60 to 36.75. The American coal combine reguiates the price according to the cost of other fuel that can be obtained by the consumer in any particular place. At Smith's Falls, a short distance west of Ottawa, anthracite coal van be bought for about $5 per ton, because other fuel is obtained cheapiy; but the consumer at Ottawa has to pay the prices already quoted.
Should the duty be taken off coal oil, the price of the American preduct would be regul- ated according to the circumstances of each district. Where competition from other il- luminating materials would enter, then they would lower the price; but in other cases it would be increased.
The discussion that has taken place has opened the eyes of the Canadiea refiners, and i am informed that it is in contemplation by the Canadian Coal Oil manufacturers to have a fixed retail price, so that consumers all over Canada will have their kerosene oil at a rea- sonable figure; and to regulate the profits of middlemen, by discounts given something in the way adopted by the hardware trade or that followed by patent medicine manufac- turers. I omitted to point out that the quo- tations given herein are for the Imperial gal- lon, and that prices usually given for the American product are for the wine gallon, which is ove-fifth smaller than tte Canadian. Consequently, an allowance of 20 per cent. must be made in making any comparison be- tween the two,

Ottawa Notes.
The Island contingent are all looking well, and are busy with their duties
Octawa is one glare of ice almost, and the walking is very slippery; but the weather ia not very cold and is fine and bright. An exciting time took place a few days ago between the employees of the cuy and the Electric Car Company. It seems that some citizens objected to the Car Company removing so much snow off the track between the rails, and the City Engineer sent men to shovel it on again. This the Car Company could not allow as they then could not run their cars, and they started their brushes, which pelted off the snuw faster than it could be put on. The war continued for a time, but finally the city men gave in and the cars are running all right again. Great excite- meut was aroused for a time, but no damage was done to either party.
