It is a Cabinet possessed of greater experience, greater skill, greater statesman- ship, greater practicalability. We predict for such a Cabinet success in their grapple with the knotty questions of the times, It there is any team in all Canada that can pull this country out of the mire in which it has been left by the last Government, that team is_ the present Government, with Sir John as leader.

The Government, although some of its mem- bers are far above mediocrity, and none below that level is not a strong Government. It has too many members who belonged to the old Government which fell in 1873, and too many of its members are not superior in any respect to those who have sought seats in the Cabinet and been disappointed, and those dissapoint- ments willin time produce some effect, even though the present majority on the Tory side is large. The difficulties which Sir John A: McDonald encountered in forming his Gov- ernment have not been either altogether ob- viated or quite overcome. The appointment of Senator Wilmot as a Cabinet Minister, without a portfolio is a sign of weakness which Sir John A. McDonald would not have ex- hibited if he could have avoided doing so. Still. Sir John and those he has selected as his associates will, no doubt, receive fair play and a fair trial from all parties in the House of Commons, He and they have promised much, and much is expected of them by those who gave them their great mojority. If they do even one-half of what their supporters in the country expect of them, Canada will have reason to rejoice at the great political revolu- tion which surprised al! parties on the 17th of September.

Sir John has come, Mr. McKenzie has de- parted. The latter from being a powerful minister with a great majority at his back, becomes the leader of a feeble Opposition, weak in numbers, and weaker still in ability. The former is now the leader of an Adminis- tration, with two thirds of the House of Com- mons and more than two thirds of the country behind it. Itis thus in every sense of the term a representative body, possessing the en- tire confidence of the great mass of the people. In addition to this, it stands out in striking contrast to its predecessors in political character and consistency, in parliamentary experience, in debating power, in a word, in everything which goes to constitute statesman- ship.

We have very good reason for believing that the rumors which the Rouges have been cir- culating of difficulties and differences in the party in relation to the personnel of the Cab- inet are without the slightest foundation in fact. ‘The delay in announcing the Govern- ment has been due, as stated by us, to the ab- sence of Mr. Masson, and the desire of the Premier, in deference to the position occupied by that gentleman, to consult him before the final arrangements were made. * * * * Mr. Masson, whose name has been so fre- quently mentioned during the last fortnight in connection with the new Government, and whose arrival from Europe has been so anxious- ly looked for, reached New York on Friday and proceeded immediately to Quebec, where, after consultation with Sir John McDonald, he was sworn ip as Minister of Militia. In ac- cepting this position he accepts that held by the late Sir George Cartier, whose mantle, as leader in the Province of Quebec, has fallen upon the member for Terrebonne. There is a fitness iu this arrangement which will be very generally recognized—a fitness all the more acceptable that Mr. Masson has already taken a great interest in militia affairs.

Our Fishermen require a friend, and our Fish- eries, external and internal, are a great indus- try, and one of our principal resources, need- ing fostering, care and encouragement, and Mr. Pope the friend of P. E. Island is the man. If anything can be done for us, Mr. Pope will do it.
