Are We To Be Traitors‘?

Pursuant to a decision reached at the Dominion-Provincial Conference in December, representatives of the provinces have met at Ottawa this week with the Dominion constitu- tional experts for the purpose of further dis- cussing the proposal of vesting the Dominion Government with power to amend the British North America Act. All the provinces are rep- resented, with the single exception of Prince Edward Island.

The reason given for this Province’s failure to be represented is the pressure of work arising from the death of Premier LEA, and the appoint- ment of Hon. Mr. CAMPBELL, Attorney-General, as the new head of the government. Surely this is an excuse rather than a reason. Premier CAMPBELL is fortunate in having competent legal colleagues in the persons of Hon. MARK R. McGulcnrv, I\'.C., Minister of Education and Public Health, Hon. S. S. HESSIAN, K.C., and Mr. ST. CLAIR Thomson, M.L.A., any one of whom might have represented the Province at the Ottawa conference this week. New Bruns- wick has protested against interference with Maritime rights tinder the British North America Act and it has a right to expect the support of Government of this Province in its endeavours. _

Hon. lllAllTlN Burnett, who ‘with Mrs. BvnRELL,‘ celebrated their golden wedding on Wednesday, is the popular and learned Parlia- mentary librarian at Ottawa. Formerly he was Minister of Agriculture in the BoRDeN Govern- ment, and was unfortunate enough to be severely burned in the fire which almost gutted the House of Commons. It was he who declared that Prince Edward Island was known in parliamen- tary circles as the appendix of Canada, an an- noying irritant to the body politic. Well, it is still there, and will cause a good deal more irri- tation and ill-health to the body politic before it is forcibly removed by a B.N.A. operation. Better apply a less drastic remedy.

This misunderstanding should be cleared up at once. We must preserve our rights to opposition, and prevent our independence being jeopar- dized by even provisional assent to ill- considered proposals. The whole fabric of the Dominion depends on the sanctity of the Con- federation contract; it may and in some par- ticulars certainly would, pay the bigger provinces and little Nova Scotia to break it; for New Brunswick and Prince Edward Island to assent would mean suicide. . 5K 5K 9K
