Sub section 8 states that until these provisions are complied with the construcs tion of the railway shall not be under« taken.
Subsection 13 of section 8 of the same act provides as follows : Taree
“After the expiration of ten days from the deposit of the.map or plan and book of reference and after notice thereof has been given in at least one newspaper, if there is any published in such of the districts and counties through which the railway is in- tended to pass, application may be made to the owners of ijands, or to pers sone empowered to convey laads or inter- eeted in lands which may suffer damage from the taking of materials or the exer- cise of any of the powers granted for the railway; and thereupon agreements and contracts may be made with such persons touching the said lands or the compensa~ tion to be paid for the service or for the damages, or as to the mode in which euch compensations shall be ascertsined.”
We are linformed that no plan or book of reference has been filed in any public office here, and the notice calling for ten- ders only promices that plane, grofile, etc, may be seen at Moncton and Charlotteiown after the 27th of November.
Nor have we been able to find that any notice of the filing of the required plan or book of reference has appeared in any newepaper of Queen’s County. This be~ ing so, any attempts to secure rights of way are wholly iliega!. A fresh proof is thus furnished of the bogus character of Government dealing with the Southern Railway.
Superintendent Sharp would be much better employed in discharging the legiti- mate duties of his office than in engaging

Tue sane number of the Patriot which announced the date of the elections in Bel- fast and Murray Harbor contained an ad- vertisement signed by Mr. G. A. Sharp, Superintendent, inyiting tenders for the grading of ten miles of the Belfast and Murray Harbor railway. Tenders are to be received until the 18th December. Does any persou require to be told why this ad- vertisement has appeared simultaneously with the issue of the write of election? Certainly not. The advertisement isin- tended to iofluence the elections, and nothing else,
The call for tenders should have ap- peared immediately after the prorogation of Parliament. If that had been done the contract could have been signed as early as the Ist of October, and substantial progress could have been made with the work this fall. Straightforward action like that would speak for itself and there could be nodcubt thatthe work would be proceeded with. As it is now the iransaction bears ali the ear- marke of insincerity, The time for re. ceiving the tenders is carefully made to extend some days beyond the date of the elections.
