BERLIN (CP'—A brief Soviet eccupation of the vital bridge across _the Elbe River on the

Berlin autobahn caused a flurry of excitement Thursday among crisis conscious West Germans.

The troops were deployed in foxholes on both approaches to the bridge for more than 15 hours, said Allied sources. But they at no time interfered with traffic to and from the Com- munist-surrounded city.

Meanwhile, West German Chancellor Ludwig Erhard sum- moned United States,’ British and French envoys to his Bonn office to discuss his concern over recent Communist actions, regarded in Bonn as threatening West Berlin

Erhard emphasized what he called the urgency of Western “solidarity and dceisiveness,”” a Statement said.

1. A British plan for a Com- monwealkth parliamentary as- sembly was shelved, being re- ferred to the new secretariat headed by. Canada’s Arnold. Smith. A conference spokesman | said the “consensus” was against the project and in favor of the existing Commonwealth | Parliamentary Association.

| Commonwealth Secretary Ar- } thur Bottomley of Britain had | envisaged an assembly along the lines of the 17-nation coun- cil of Europe, but it: was re- garded as a non-starter.

2. A conference spokesman said British proposals regarding trade, including an autumn meeting of trade ministers, re- ceived general approval, but, other informants indicated res- ervations.

3.. The government leaders decided to set ‘up a Common- wealth foundation, proposed at the last Commonwealth meeting 11 months ago, to administer a fund for increasing interchanges among professional bodies.

4. A Malaysian suggestion for a Commonwealth court was re- ferred to a forthcoming . Com- monwealth legal meeting in Avuetralia.

5. A suggestion by Sierra Leone for Commonwealth citi- zenship was referred to the new Commonwealth secretariat.

Pearson can be expected to face increased pressure from indi- vidual MPs to call a general election for this fall.

As individuals, it appears most members of Parliament would prefer an election under existing boundaries rather than wait for the redistribution pro- cess to be completed.
