The lack of county government her and consequent responsibility of the Pro- vincial Government for necessary services outside incorporated communities, was stressed in the recent report to the Char- lottetown Board of Trade made by the Mayor of Amherst.

Acting as a county council has its disad- vantages for a Provincial Legislature, and it is little wonder that communities re- luctant to join incorporated municipalities, or to incorporate as a, village, town or city, should have been offered the opportunity of incorporation for limited purposes un- der the Village Services Act.

The notable reluctance of such groups to incorporate, or particularly to join the City of Charlottetown, stems from a de- sire to avoid what seems to be high local tax rates. Yet it is obvious that such in- action is false economy. Wise planning of developments is rendered almost impos- sible, and at some not distant time the protection of health and property will re- quire changes which will then be difficult and costly rather than comparatively sim- ple and inexpensive as would now be the case.

Late Blight control

Our farmers in recent years have be- come all too familiar with the ravages of late blight. One of the most widely dis- tributed diseases affecting the potato, it is also, under conditions favorable for its development, the most destructive. Con- siderable progress has been made in methods of controlling this infection, and these are reviewed authoritatively by Mr. L. C. Callbeck, of the Dominion Labora- tory of Plant Pathology at Charlottetown, in a publication recently issued by the Federal Department of Agriculture.

' Mr. Callbeck prefaces his article with a brief historical sketch, in which he points out that nearly two centuries passed from the time the potato was brought by ex- olorers from South America to Europe in the 16th century, until the late blight dis- ease was recorded. It is thought that the .-nalady was introduced at a later period, probably about 1830, on potatoes brought from Mexico. When once established, it spread widely and disastrously. Reference is made to the potato famine years, 1845 and 1846, in Ireland, forcing great num- oers of the inhabitants to migrate to North America. By that time the disease had already become established on this zontinent. Down through the years it has taken a heavy toll, particularly in humid regions. "With the development of mod- em and efficient methods of combating the disease," adds Mr. Callbeck, ”it should no longer be a limiting factor in potato production, for assuredly severe losses fromiit can be prevented. When once the grower becomes thoroughly familiar with the nature and symptoms of late blight, rnuch of the mystery about its behaviour disappears.”

What a picture of England the words call to mlnd.' The barns packed with hay, great stacks as big sometimes as the farm house, thatched and fastened down with lei-paulins; oats. wheat, barley. gathered in by smocked labourers working with scythes to bring the harvest home. Thomas Hardy, in his "Far from the Madding Crowd", has painted unforget-table pictures of these days. Then, the harvest home supper, prepared in the great stone-flagged kitchen of the farm. the rounds of beef. the sad- dles of home-grown mutton, the great pasties, puddin-gs and cakes. the jugs and barrels of home- brewed ale, all ready for the gathering of the farm workers and their wives.

After the meal. came the barn dance and the songs, old country songs, with each its local version, handed down from father to son. from mother to daughter. Then, the harvest festival, when the first fruits of field, orchard, and garden were brought to adorn the church and chapel, when the smell of chrysanthemums and ripe ap- ples, plums, and pears raised I fitting incense to God's bountiful- ness: when sheaves of corn, with max-rows, carrots and turnips at their feet, disguised the old carved village pulpit. -when man's. wo- men's and chlldi-ensl voices were raised in the grand old hymn "We Plough the Fields, and Scatter, the good Seed on the Land." Those were the days when mas- ter and man were members of one body, when the farm labourer knew his own form, his own cat- tle and sheep, his own fields and crops and little of the great world beyond: days when he felt I deep personal pride in bringing a fine harvest home. ..
