Havirax, May 3.—A special despatch from Washington to the Halifax Herald received this morning says :—
An important change in the policy of the Administration has been decided upon. From now en the United States will pur sue a war of conquest in which the Philippines, Cuba and the Island of Porto Rico will be seized by the fleet and held as security for an indemnity which it is in- tended to demand of Spain at the end of the war.
The new policy of the Gov roment fur- ther contemplates the seizure of the Canary Islande, the island of Minorea, in the Mediterranean, and the Spanish coaling station, Port of Spain, oc the Island of Trinidad, off the north coastof South America.
According to a creditable authority Great Britain hae given her approval to this plan of procedure.

According tothe plan of campaiga, @ division of Admiral Sampson’s fleet will be made if he is successful in meeting avd disposing of the Spanish ships, and then Porto Rico and Port of Spaia will be im~ mediately attacked and seized by the United States.
Should the Spanish fleet, on the contrary, decline to come west and give buttle, but return to the Canaries instead, the seizure ofthe Spanish possessions io the Wert lodies will be promptly accomplished.
