“Canadians in all walks of life rapidly are becoming aware of the importance of education. We now want secondary education for all Canadian youth and not for a select few. In addition we want higher education for all capable of profiting from uni: versity training," Dr. Edwards said.

"Today‘s high schools must provide programs not only for the academically talented. but also for the average and th a slow. They must teach not only the youth who are eager learn. but those who are enroll-
