Mr. John A. McDonald on rising to address the House said he would speak foronly a few minutes. Referring to the opening remarks of the Government on the budget hesaid the Leader of the House had no right to blame the Opposi- tion for the disgraceful scenes that occured during the first two days of the session as it was clear to every one that it was a family quarrel. The whole trouble seemed to be between the Leader and his colleague. As far as the Opposition were concerned they gave no advice to Mr. Wise in the matter. But he (Mr Mc- Donald) was strongly of the opinion that if Mr. Wise brought his case before the courts he would be awarded the seat he had been tricked outof. Mr. McDonald referred to the Belfast and Murray Harbor Railway and said he was glad that the people living in those secczions of the country were about to receive the benefits of railway communicaiion with other parts of the province. But it seemed to him that it would have been very much better for the Government to have eur- veyed the whole line from Southport to Murray Harbor and have the matter settled and not keep it dangling over the people for political purposes. He thoug.t @ great mistake had been made in regard to the bridge across the Hillsborough. To make the bridge of any use to the

people of Soutbport it should have been built trom Soutbport -ferry wharf to Prince Street wharf on

the Charlottetown side. The present ante woald involve a distance of about three miles from the vil:age of Southport to the City of Charlottetown, and for those cros-~ sing on foct be thought they would still preter the ferry to the new order of things. He remarked that the Leader of the Gov- ernment tuok great credit to himeelf for making a saving in the Administration of Justice. Buthe (Mr. McDonald) could not see how the Leader could claim any credit in that respeet as the whole ex- perditure woulddepend on how much crime ight be committed in * year, When very little crim+ was committed the expenses in that respect would be very light. On the other hand, i! a great deal ot crime should happen to be committed ihe «xpenses in that respect would natural- ly i:crease. He might just as well claim credit for the good crops we had last vear a+ for the saving made in the Administra- tion of Justice. He noticed that the sum of fifteen thousand dol ars had been placed la the ert:mates for roads. That amount he considered, ought to be esough; ba looking at the estimates as tadied a* noth- ing more than a farce, as the Geveroment or the Commissioner of Public Work did uot adhere to them. For in-tance in 1893, when there was u local elec:ion in the country, $15,000 was voted by the House; but when we got hold of the Pub- lic Accounts we found that instead of $15,000, the Goveroment spent en roids aod for no other purpose the eum of $42,971.42. [nthe Fort Augustus District one Supervisor, for District No. 8, spent $3,621 54. The previcus year a few bun- dred dollaradid the work. But in the year of the election it took the abeve sum which makes it suspic‘ously like as if the moneys were used for other purposes than that of putting the roass iu repair. In that year the sum of $16,821.51 was spent in Queen’s County aloue for roads, or aa much as was spent for the whole province in the previous year. The other counties had their proportionate share oftbemou.eys spent in that vear, but notin such a lavish manner a8 in Queen’s County. In regard to the roads in the Discrict that he had the honor to represent be might say that some of them were fairly well attended to; but some of them were allowedto goto wreck and ruin, more especially the small tranks and culverts whica in many cases are in @ deplorable conditiou. In regard to the condition of the Main Western Road or that part of itlying inthe Third District of Prince he said it wasin verv bad condition, as the drains were allowed to fill up, and in consequence some fields or parts of fields along those parts of said road were flooded at times to the great dis- advantage of the farmers whose firms are so aftected. The Supervisor for that section of the District does not do his daty very well, as great complaints are made to the representatives of the District. The attention of the Commissioner of Public Works bas been called to this matter several times, but all to no purpose, The Supervieor is allowed todo the business according to his own sweet will although the people may suffer every inconvenience on that account, In Lot 18 our roads are fairly well kept, and are pretty generally in good repair. Our Supervisor seems inclined to do his work fairly and well,and he thought that if the Government would allow him to use his own judgment there would be very little cause for complaint. Seme of our culverts are in a bad atate, and should be at once attendedto. Ifthis is not done it will be more the fault ef the Govern~

ment thanthat of the Supervisor. Mr. McDonald also referred to the proposition made by the member for St. Peter’s in regard tour schools. He (the member for St. Peter’s) said that thirty-five or forty schools would be quite sufficient for the whole province. Now the whole number of schools in the Province is something over 500, 80 the electors can see at a glance that if Mr, A. Peters, the member for St. Peter’s, had his way the system of education would be destroyed, for if we were only to have 40 scaocls, people inthe Third Diss trict of Prince could not expect more than two schools under the new order of thiags. But ag will be seen, the

vuole scneme_ of the member for St. Peter’s would bring our schoo! syetem into ridicule, and it 13 to be hoped that he is not serious, at least for the sake of the young and rising reneratiou. After expressing the hope hata better state of things would come into effect in regarda to our roads and bridges,and that the Commissioner of

Public Works will see in future that bis officers will be made to do their duty fairly and impartially mcre especially the supers visors, he resumed his seat.

Mr. G. DesRoches took exception to the Premier’s reflections upon the Opposition regarding the scenes of the first two days of the session. We are here, said he, to do business, and it is time to get down to business. The farmers are taxed and they expect their roads, wharves and bridges to be kept in good order. We collect yearly $30,000 or $40,000. The farmers of Queen’s County pay $11,060 per year, Prince $9,000 and King’s $6,788. He advocated the levying of a poll tax on the floating population,. which really holds the balance of power but pays no taxes. Prince County received for wharves $104, and for roads $4,534. He condemned the road machines as they are at present util~ ized. If the money spent on road machines were spent on the Western road

itwould be a boon to the province. We must first consider that our revenue must come fromthe tillers of the soil. The Govern-

ment is piling up @ debt againet the province at the rate of $30,000 or $40,000 per year. If the debt keeps rolling up we will soon have to pay $50,000 a year interest. It is all very fine to issue de. bentures and pile up such a debt as will drive our voung men away from this country. The parties were 13 to 13 when we came into this House as compared with 7 to 23 a few years ago. The people are watching the representatives 0; the people. The people kuow the wrongs that are being perpetrated by the men whom thev entrusted. Since meeting here a little speculation had taken place. He suppoved the smartest men got the priz> and woald continue to bold the government.
