TORONTO, March 16 —- (CF) — Base metals slid downwards to the lowest levels in 11. months on the Toronto Stock Exchange today in the second successive session of decline since _a United States lead producer reduced its price to l8 cents a pound.

Losses broadened out steadily for most of the session although tend- lnB to narrow towards the close as selling pressure eased.

The base metals index of selected stocks has declined some four points since last Tuesday.

A wider list of base metals ls- sues dipped in today's trading as selling spread. Sixteen issues touch- ed new lows for the year or more and Consolidated Smeiters led the decline with a loss of $2.50 at $98, also touching a new low'at $97. International Nickel, Hudson Bay, Noranda, Waite Amulet, Quemont and Pcnd Orieile were among the steeper losers.

The remainder of the market also moved on a weaker tone for the second successive day. Senior and Junior producing golds slipped steadily. Western oils were in a one-day downward movement.

NEW YORK, March 16 — (AP) — Mild selling whittled away at stock prices in today's market.

At the final bell losses ranged from fractions to a point or more, although most were in the frac- tional bracket. Late in the day buying interests stepped up u trifle and some of the widest declines were cut.

The decline in early trading soon leveled off but not until the final hour did any resistance show up.

Turnover of 670,000 shares com- pared with 730,000 yesterday. The limited activity indicated to Wail Street an absence of large-scale selling pressure.

The Associated Press average of 60 stocks declined .1 of one point to 63.2.

Philip Morris reached a new 1948- 49 high during the morning but crossed to the minus side soon after news that the directors had voted a quarterly dividend of 50 cents ind an extra of $1 a share. The com- pany previously paid 37 1-2 cents quarterly and the preceding extra was 25 cents last April. The stock closed 1-4 lower at 42 1-4.

MONTREAL. March 16 - - (CP) -- Sccurilics continued Tuesday's gen- eral down-swing in light dealings on the Montreal Stock Exchange and Curb Market today.
