Canada has a special responsibil- ity in these matters, for it was Prime Minister Diefenbaker who proposed the conference in the first place and suggested that it beheld in Canada. Moreover, strengthing of Common- wealth ties, both economic and politi- cal, was given a prominent place in the Conservative program in the elec- tions of 1957 and 1958. Indeed, when Mr. Diefenbaker went to the confer- ence at London shortly‘after his first election in 1957, he was hailed as a man with, a fresh and vigorous ap- proach 'to "Commonwealth problems.

Since then, his goverhment has done one or two things pe lexing to

Commonwealth statesmen, especially

the British. However, he still appears to be held in high regard; and the position he takes now at Montreal to- wards Commonwealth trade patterns generally will "either enhance his pres- tige or disillusion those who had great hopes in his leadership.

It goes without saying, of course,

that each delegation to the conference '

will be anxious to stimulate its own

export trade. It would be unrealistic

to expect otherwise. But there Will have to be both give and take if the, conference is to have any success; and _ Canada, as one of the-more prosper- ous members, may have to show a little special consideration for the needs and problems of others.

It will be some time before the

Brinkmanship I

Despite President Eisenhower’s fighting speech on Thursday night last and subsequent statements 'goods by State Department officials and others close to the White House, it‘ is still hard to believe that the Uni- ted States would under any circum-

lstances go to war with China over; the

island of Quemoy, even though it may have a strategic connection with For- mosa, which the United States is pledged by treaty to defend.

In such a war, at least at the out- set, the United States would, have to fight alone against the power of the Soviet Union and China. At any rate, that is what one gathers from state- ments made in other Western cap- itals. Besides, it can be taken for granted that the sympathy ‘of almost every country in Asiaa'would be with the Chinese Communists. This sym- pathy probably would not be mani- fested in military aid. Nevertheless, it is something to be taken into ac- count. It certainly would be an irrita- tion to the Americans.

Itmay well be that the present stiff attitude of the United States Government is another tactic in Mr. Dulles’ “brink of war” policy which, incidentally, had its beginning at the time of ‘the first Formosa crisis in

the early months of 1955. It is pos— ‘

sible that Mr. Dulles—who, undoubt- edly is responsible for the United Sta- tes’ China policy, although the Presi- dent assumes official responsibility for it—is convinced that the Chinese will eventually back down on their demands rather than go to war with the United States. This is what he‘ thought in 1955; and he turned out to becorrect in his thinking. Whether he will be correct a second time is a question.

It must be noted, however, that in 1955 the Russians did not state cate~ gorically that they would go to the aid of the Chinese in case of war with the United States. This time they have done so. That, of course, may be pure bluff. Perhaps the President and Mr. Dulles are convinced that it is. But, whatever the actual situation, Mr. Dulles’ “brinkmanship”—if that’s the

name for it—is certainly being carri- ed to a very dangerous point.

With regard to statements of “non-involvement from London, Ot- tawa and other Western capitals, these are easier made than sustained. It is doubtful whether any Western leader seriously believes that a war in the Pacific could be confined to two or three combatants.

In fairness to the court, howeverf it must be said . that there was little else, under Alabama law, that it could do. The court’s function is to adminis-

Although this new road paving project of the Federal govern- ment will greatly bcnefit this part of the Hand, we .must not be too unappreclative of the part our Provincial Go'v- ernmeut is playing in t h is scheme. Alt the present time a thirteen-mile stretch of paving is in full swing between Alberton and Tignish. I do hope that when the main streets are to be paved in the villages of O’Leary and Tigm’sh that due consideration will be given to drainage and curbing: that their five-year plan include new streets to be paved in those villages each year and the complete resurfacing of the road from Summerside to Tig— nish.

I was amused some weeks ago to read a letter in this column signed A.West Prince Voter sug- gesting that one of our local members be ‘ appointed to the Executive Council. Do they have to be on the executive council before they can comeout of bid- ing? Do we not elect them for us and see that we receive a fair share of this Provincc’s public services?

But the little men of the Lib- eral Cabinet had little minds. They made little speeches put; ting forward little excuses why Mr. Dicfenbaker’s proposal was unnecessary and undesirable. Typ- ical of the dense wall of dense minds against which Mr. Diefen— baker battered his head through the past fifteen years was a speech made in reply by the then Minister of Justlce, a man by the name of Carson. '

Speaking in Parliament on 1th February 1955 - the date is im- terestlmg - Mr. Garson said:

“There is no necessity in mut- temsofthiskindforabillof rights. All that is needed is an amendment to the law, I have

No doubt Mir. Dleﬁenbaker did not need that advice; but as his- tory now shows, that is exactly what he did. From‘1942 onwards, Mr. Dietfeubslcer has regularly been pushing dorms-d his proposal. He has been talked out, voted down and even riﬂed out afor- der, time alter time, in those Idbersl years.

Much of the interest in a way is negative—with the implication that Eisenhower waited too long to speak—abut no one doubts that here are the words that could mean war or peace. ‘

In fact, it caused more harm than good. Most of you parents, I dare say, have repeated this sentence to your children before taking them to the doctor or dentist or prior to your treating some nun- or injury of theirs at home. What is the statement? lt’s this: “Now it won’t hurt a bu .” NOBODY- BELIEVES IT

You don’t believe this state- ment and. neither does your youngster. It’s a misstatement ofﬁactthatwillonly makehim more fearful the next time he had to see a doctor. That's why I’d like to ban it permanent-
