Toronto Centre, Dec. 1.— The Torcnto bye-election yesterday resulied in the election of Mr. Bertram the Liberal can- didate by 251 majority over Mr. Howland the Conservative candidate. The total

vote polled was Bertram, 2183; Howlan4, | in Centre |

1932. The total vote polled Toronto at the general election was: Lount, (Liberal) 2394; Cockburn, (Conservative) 2154,—mazjority for the Liberals 240.

INTERCOLONIAL RAILWAY.

Changes in the Staff and Other Changes Reported.

Mowncrox, Dec. 1.—Rumors are still ripe here in regard to probable changes in the Intercolonial staff. J. T. Wallace, geverz| freight agent is reduced to the position of assistant freight agent ; and Mr. Pick, the present assistant freight ageot and Mr. W.E, Price, assistant passenger agent, have received novice that their offices are abolishec.

It is reported that the majority of the staffe in the audit, freight sud passenger agente departments will be either dismissed or removed to Montreal.

There are almost fifty clerks in these three offices.

It is understood that Messrs. Pick and Price will be provided for in other post- tions.

Colonel Strathy Gets his Conge,

Orrawa, Dec. 1.—Hon. Mr. Blair left for the Maritime Provinces yesterday, Colonel] Strathy, Commandant of the 5tn Roya! Scote, bas got his conge from the force. His language as applied to the Major General commanding ia a pewre per interview in Muntreal, was received y the minister with the result that Hon. Mr. Borden, decided to retire Colonel Strathy from the force as soon as a transfer of arme can be effected.

Absut $52,000 worth of Can- adiap lumber was imported into Baazil last vear. President Moraes, of Brazil, did not hold out any hope of a large busi sness being worked up between the two countries. With a Brazilian tariff of an average of 50 per cent it is not likely that a large trade is possible. Huis Holiness congra- tulatedthe bishop upon the abnegation with which ina letter to the pope he had renounced his claim to be included in the list of candidates for appointment to the Archbisbopric ot New Orleans, The pope also congratulated Archbishop Keane up- on the series of sermons in English which he commenced yesterday, upon the occa- sion of the advent services at the church of St. Silvestre Incapite, a venerable church of Rome, erected in honor of Jobn the Baptist, a piece of whose head ix stil! prererved there. There were two more severe earthquake shocks feit in Bucharest last week.

It is announced that experts bave un- earthed in the colonial archives at George- town, British Guiana, a series of yolumes containing memoranda, giving a running history of the Dutch settlement of Guiana from the middleto near tne close of the seventeeth century, fully confirming the Britieh boundary claims.

The American Society in London cele brated Thankegiving dey by a bauquet, at which An: bassador Hay made a humorous speech. A letter was read from the Queen, thanking the American colony for their Jubilee address of congratulation.
