BRITAIN’S PREPARATIONS.

Tue British Lion is evidently aroused. He is, indeed, so intently watchful that an apparently harmless Russian tourist, who was making some enquiries about the ar- mament of an English fort, was promptly arrested forexamination. Those who have lately argued, from the conciliatory and peaceiul attitude of the British Govern- ment, that “all the fight has gone out of John Bull,” will probably be surprised at the present angry and determined demeanor of the British people and the preparations they are making for war. The Russians and the French have evidently counted too much upon the desire of the British people to maintain friendly neighbors and have pressed their aggres- sions just a little too far. France must now, of necessity, back out of Fashoda; and we have a shrewd suspicion that Rassia will not longer continue her for- ward policy :2 China. These powers fully understand that Great Britain has “got the ships, and got the men, and got the money, too ;” and they must appreciate the fact that the people of Great Britain have come to the conclusion that a point has been reached at which “forbearanc e ceases to be a Virtue.

But perhaps the design of the United States isto sell the Philippines for a sum sufficient to recoup the Spanish war expenditures. Uncle Sam has a keen eye fora trade.

Some Good Advice : Keep Public ont : Pay the Judges Well

Orrawa, Nov. 2.—A farewell banquet was given tothe governor general by the citizens of Ottawa at the Rusrel last even- ing, Judge Taschereau presiding. The fuoction was somewhat exclusive. After the usual loyal toats,the chairman proposed the bealth of the gnestof the evening in eulogietic terms. Lord Aber deen, who received a splendid greeting, spoke at considerable length in reply, His opservations consisted of a review of the history of Canada during the past five years. Incidentally he touched upon his relations with several prime ministers, and fexpressed the hope that there would be no urther friction on those matters which ouched the religious feelings of the com- munity. Proceeding, the governor re- ferredto the better understanding now existing betweeu Canada andthe United States, The most strikieg portion of his speech was thatofwhich he referred to the porition in the civil service and urged thut politics [he kept out of the public service. He would like to see the patron age system sbolished and positions inthe public system acquired by competitive examinations. He urged ample emolu- ments to the judicary. The governor gen- eral then alluded to the different organiza- tions with which{their excellencies names had beengprominently assuciated,euch as the National Couucil of Women, the Victorian Order of Nuraes, andthe Aberdeen So- ciety for the dissemination of good litera- ture among settlers in the Northwest, and bespoke for these organizations the sympa- thy of the public. He concluded with a friendly eulogy of his successor. Other speakers followed,
