The statements of Judge Fuller- ton, chairman of the Board 0! Railway Trustees. before the ‘Rail- way Committee of Parliament re- cently. are quoted by the Winnires Tree Press (Liberal), as showing the need 0f a great reduciion in the capital structure of the Canadian National Railways. Judge Fuller- ton had indicated the irrational character of much of the liabilities of the Government, and showed the vcly definite advantages to the Canadian National lf the manage- ment were working under a reason- able capitalization towards an obtainable objective, and i1 the pr-egvge of the system with the public were raised by removing it from such an apparently hopeless financial position as it is in at the present time.

The Duff commission, which made an exhaustive investigation of the Canadian railway problem, recommended that the capital lia- bilities of the Canadian National should be “heavily written down"; and the Free Press is of the opinion that the time has come for action to be taken along this line by the Board of Trustees.

Mr. Fullerton declares that the policy of economy which has been and is being pursued will be the board's permanent policy, that the day of large capital expenditure ls over, and he sees future savings through the refunding‘ of existing loans at lower rates of interest. All this is designed to produce the poss- ible maximum of net revenue ear- ly, but Mr. Fullerton identifies gross revenue as the fundamental factor of the C. N. R. problem and he speaks of the shrinkage of two mil- lion dollars per week in the rail- way's business as between the 1983 gross and the previous ten-year av- erage, and he states frankly enough that this problem will continue until a substantial increase in business occurs. He realizes that the trustees and management can do little to strengthen these revenues by expan- sion of trade, etc., but he looks for a gradual return to a more normal hiv- el of business when, on the basis of the 1923-1932 average, the railway "will be within measurable distance of meeting its fixed charges ".1 the lunded debt of the system held by

“EMPIRE” GOOD ENOUGH

The London County council has a Socialist majority in its member- ship and the leaders not long since decided that the name "Empire Day" rather smacked of militarism and was generally of a jingo nature. Tire matter. according to the Mon- treal Gazette, was discussed in Council and the majority passed a resolution to rechristen the event Commonwealth Day, so far as London was concerned. The L.C.C. controls the schools, and the order was given that they should observe Commonwealth Day on the 24th of Mhy, leaving out all imperialist color. The happy day came around and in spite of the L.C.C. resolu- tion many of the schools retained the former name and held the usual patriotic celebration, stressing the freedom and glory cf the Empire's institutions ,singing "God Save the King," and other old favorite schools did change to "Common- wealth Day," but they, too, cele- brated on the same lines as they had celebrated "Empire Day" in previous years. One of these was the ele- mentary school in the Ismbeth dis- trict, and the headmaster of this institution informed the press of what he had done and what the school intended to continue doing. It was a real Elnpire Day for the children all round. and probably the only dissatisfied persons were the Socialist members of the council.

And if there were we do not possess the means of defending them, in view of the deplorable weakness of our Air Force today. The League of Nations and the various minor Powers which are so active in trying to thrust fresh burdens upon British should- ers should be told quite plainly that we mean to keep out of it and to mind our own business.

An antique piano, believed to be the oldest in North America, has been rescued from the basement of a music shop. Its age is estimated at 250 years. It ‘was brought from London to America in 1770 by James Astor, a. piano maker. The Astor family moved west from New York to become prominent among early fur traders. type, the instrument is square and table-like. with a keyboard two oc- taves smaller than the modern piano.

He dropped in the middle of the ocean and, miraculously, al- most beside a small vessel, which picked him up. For several days this brave spirit was mourned as dead, and then came the astound- lng tidings that he had escaped.

With equal daring Alcock and Brown rose from the Newfound- land coast and disappeared in the east. The next day they landed in Ireland not far from ‘a wireless station having been the first to reach the goal of which other fli- ers had dared to dream. The re- cord of that flight shows it- to have been one of the most hazard- ous ever undertaken, before or since. It is to be remembered that the airplanes in 1910 were. com- pared with um airplanes of 1934, much as the motor cars of 1919 are to the cars today. They were in al- most a rudimentary stage of their development. The fliers were with- out the information about the wea- ther ahead of them upon which transatlantic fliers of today can depend, and in accordance with which they set their course. Their instrument board was a crude and sparsely equipped thing conupahed with the elaborate mstruments of precision now at the command of airmen.

Much of their journey was through fog and storm. They were for part of the time actually fly- ing upsidle down, and on one oc- casion they discovered this when they found themselves a few yards from thé surrface of the ocean. Nervm of steel and hearts of oak, as well as a natural irlstinct for flying, made their great feat pos- sible, and should make their names remembered as long as time shall last, or at least until flying itself shall become ‘ lete. It is s. grave injustice to these heroes that other men, making flights under vastly easier conditions, should have been able to capture the pub- lic fancy, and win a reverberating and increasing fame while they, the real pioneers, are almost for- gotten. But Alcock and Brown, we suppose, were perhaps the last of sill people to think of this, for they knew that at least their place was secure in the hearts of their peers.
