Tur Cabinet shuffle in New Brunswick, which we announce today, may be justified upou the grounds of necessity and expedi- ence. A SIGNIFICANT SPEECH.

Accerpixe to a Montreal de~patch a good deal of comment has been caused in political circles by a speech made before the Club Laurier by Mr. R. Prefontaine, M.P. Mr. Prefontaine is reported to have declared that he could not say what passed at the recent Liberal conference with Sir Wilfrid Laurier, as the details were pri- vate, but he could assure them that the district of Montreal would very soon be represented in a proper manner in the Dominion Cabinet. There might be diffi- culties, there might be discontent, but everything would be changed, and there would be @ new representative of the district, Mr. Prefontaine concluded by atating that if the Government did not render justice to Montreal on the harbour

question he would return his mandate to his constituents, and iftbey refused to accept it he

would vote against the Government. fn Montreal Mr. Prefontaine’s remarks are taken to signify either that Mr. Geoffrion will become Minister of Justice or that Mr. Prefontaine himself will enter the Cabinet at an early date. No one seems to be particularly impressed with the idea that these Liberal worthies are actuated by considerations of the public interest. The boldness of Mr. Prefor.taine’s threats, how- ever, proves beyond a doubt that the Montreal wing of the Liberal party are not in accord among themselves.

A diplomatic difficulty has arisen be- tween Great Britain and France owing to the fact that France declines to recognize the treaties concluded with native rulers in Africa by officers of the British Niger Company, untilthe textof such treaties has been officially communicated to France by the British Government. The French Government, it appears, claims that many treaties made with African potentates, in behalf of France, take precedence over the treaties negotiated on behalf of the British Niger Company. There need not be any doubt that the difficulty will be amicably adjusted by the two Governmente.
