“The social elements in the background of poverty are so evident, and have operated with such compelling force in the lives of the weak, that it is un- realistic to deal with society and with the poor without giving these elements a determining role,” John Eldon Green told the Char- lottetown Y.M.C.A. SIo-Ed group in an address last week.

Mr. Green, who is employed in the P. E. 1. regional Office of the department of national health and welfare, was principal speaker at the sixth night of the full So-Ed session, which began October 22. He chose as his topic, “The Back- ground of Poverty."

Mr. Green stated that in- con- sidering the social elements in the‘ background of poverty one must begin with the basic 'm- cqualities of men. Men are ‘une- goal, he said, 'in their natural abilities, in their organic and glandular involvement, in their physical strength and stamina, in their capacity tor development, and in many other ways. ‘ Inequalities resulting f r o in these fiactors are complicated by such'enternal flactors as circum- stances of tamily or class. and influences of social institutions and social conditions, all of which comprise the 1 element of thirst-environment”. NOT CAUSE POVERTY Mr. Green continued that hu- man inequality of itself does not cause poverty, because there is every element of inequality among those who are not poor “Human inequality is made a (it termiming factor in poverty by the economic, political and social ongallination of life".

Mr. Green referred to the im- potency, over a long period of the last two centuries, of the first unit of social control, the state. He outlined problems resulting from the inadequacy of political restraints during the growth of industrial capitalism, w h e n powerful economic interests held practical control of political machinery and were able to fore- stall all but minor corrections in the economic order.

These were not enough to over- come the terrific social pressure ofunrestrained compeltitior among unequals in an individua list era, so that vast numbers c the divided masses were forccr' into abject poverty and destitution from which generations of their

kind have not yet emerged.

“However,” Mr. Green noted, "even this feature of social de— velopment could have been gated. The history and character of large numbers of the poor classes might hate been less piti- ful had not the cultural forces of society, which shape and direct character, and fix the values which influence the lives of man, also broken down.” These forces he defined as the home, the

__ adequacy of the school, which can only complement, modify or miti-

gate-the first influences of the family.

Although modern social legis— lation has contributed greatly to alleviating and eliminating the cumulative effect of decades of dest-itution a n- d poverty, the speaker warned that essentially social problems are problems of human relations and cannot eas— ily be solved by' the mechanical process of social legislation.

He urged a greater insight into the problems of the poor, stating that the man we so easily write- oflf as being “no good” may often be the result of “influences and forces so complex that the com- bined s k i l l s of psychiatry, medicine, religion and social work are hardly sufficient to penetrate to the depths of the problem, much 1e 5 s those of the unaided, unwanted and un- loved individual.”

Pay Boost For Miners Claimed

WASHINGTON (AP) —— John L. Lewis was reported to have won a. pay increase of at least $2 a day for soft coal miners Sunday as he manoeuvred for a new con- tract with the bituminous indus- try.

The 78 - year - old United Mine Workers president met with mine owner representatives be- hind closed doors.

The 180,000 union members in the US soft coal now receive a basic wage of $22.25 a day.
