that now awaits approval by the Gen- eral Assembly.

Several times in recent vears Canadian’ spokesmen have said. that they favor in principle Peking’s ad- mission to the UN; several times Can- adian officials have dealt with Chinese Communist officials over wheat sales. But Canada consistently has voted against inviting China to join. Will it be different this time if a vote is called, or has Mr. Martin again left an escape hatch in his remarks?

The reaction of the provincial min- isters was said to have ranged be tween surprise and outright anger at this arbitrary announcement. They thought they had been called to Ot- tawa to confer on terms on which a new health resources program might be formed. They thought their views would be solicited and a consensus of opinion taken. But Ottawa had: it wrapped up before the conference started.

Mr. Pearson was gracious enough to say the conference could establish an advisory group to assist the fed- eral government ir. operating the pro- gram, and Miss LaMarsh to say that the federal grants would not be tied to any system of formal agreements with the-provinces, though the prov-

to the total effort. But that seemed about the limit of Ottawa’s conces- sions in the matter.

The proposed $500: million fund announced. by the Prime Minister, Mr. Wedge contends, would mean nothing to the Island as we did not have any medicare schools or re search facilities, We cannot quite go along with this statement.. Expendi- -tures on such facilities would un- doubtedly be of Canada-wide benefit,

«is objectionable, as we see it, is the manner in which this scheme has been broached—a scheme involving big ex- penditures over a 15-year period— without parliamentary discussion and in the heat of an election campaign. One would have to be naive indeed to think of it as.a mere coincidence, and: not a cynical attempt to buy the voters with their own money.

China And The UN

In addressing the United Nations General Assembly yesterday, Exter-

Canada’s new national’ flag has

been the subject of enough contro- versy without dragging it-again into—

the political arena. One would imagine that Mr. Pearson, of all persons, would be insistent on this point so far as he and his party followers are con- cerned. Yet according to a report

from Ottawa, the new flag is being |

openly paraded as.a Liberal election symbol. It happened when the Prime Minister officially kicked off his cam-

| paign on Tuesday at a luncheon at the Chateau Laurier, to the applause |

of 450 Liberal candidates and party -

| workers in attendance.

The flag reproduction was mount- ed on a backdrop behind the head table, with two large election ichives: |
