Following is the text of the resol- ution of sympathy to the family of the late Premier Lea, passed by the Summer ide Town Council, to which reference was made yesterday. It was moved by Councillor A. sterling MacKay and seconded by Councillor MacNeiii, and passed unanimously by a standing vote.

with deep regret the loss sustained

by the Province in the passing of its beloved Premier, Hon. Walter M. Lea, outstanding citizen, whose ‘place will be hard to fill. In every sphere of life to which he was call- ed, he measured up fully to its re- quirements as he understood them to be. A-high type of modern state‘.- man, his work is done, his career in life has ended, and the Province will miss his wise counsel and help- ful advice. Payment 0f Bills

Payment of bills in the amount of $5,091.77 for the Town was con- firmed and bills in the amount of $492.53 were passed for payment. Payment of bills amounting to $477.67 for the Electric Light Com- mission was confirmed and $66.86 passed for payment.

In the report of the Electric Light Commission, it was stated that con- sumption during the past. month was thirteen per cent greater than that of the same month last year. Instructions were given to have an electric fioodiight placed at the east and siip.

In receiving the report of the Grand Jury. Chief JusticcMathie- son expressed his pleasure with the findings and congratulated the members of the jury on the excep- tionally thorough discharge of their duties in the exceedingly short time at their disposal. Commenting on the recommendations concerning Queen's County Jail, His Lordship pointed out that there should be two objects in view in placing people in prison. First. to punish them for breaking the law, and another one which holds out hope for better conduct in the future and that might well be the most important purpose in the imprisonment. Ai- ways the emphasis should be plac- ed on sending prisoners out with their minds engaged in better things.

As the members of the Grand Jury had completed their work they were accordingly discharged.

His Lordship Chief Justice J. A. Mathiescn. in his charge to the Grand Jury. first made mention of the pair of white gloves with which he had been presented, indicating the absence of serious criminal charges or bills of indictment.

His Lordship then went on to point out that one very important function of the Grand Jury is the inspection of public institutions, the first and foremost of those institu- tions being those housing and car- ing for the insane and poor. There are two ways in which a Grand Jury may approach a. responsibility of that kind. First. to be satisfied witira superficial e inatlon, the other to feel charged with sufficient responsibility on behalf of the pub- iic and the inmates of the institu- tions to look far enough into condi-

If there is one thing that must be looked out for. it is the method of dealing with prisoners. They are shut up, given no employment, and at the same time given all kinds cf opportunity to exchange informa- tion with their fellows. Under such conditions. the tendency is always for an to sink to the lowest level of the society gathered there. "We have idle hands and you know what the old adage is in regard to that." 1-ifs Lordship pointed out, and went on to say, “when our prisoners come out of jail, we have no reason to ex- pect that they are either socially or morally improved."

Within liis memory, the Chief Justice said, the treatment of pris- oners in the jails of this provitict has not improved. There was a time when the sentences imposed were with or without hard labor, which meant active physical work, He hnfi visited institutions where that 1.. now the case. especially in the pro- vince of British Columbia, where prisoners are paid a small amount. so that when a prisoner is discharg- ed he has some money to help him along the straight. road if that 1S the way he wishes to go.

In conclusion, Chief Justice Ma- thiesoxi asked thc jury to lend their minds to making some suggestions as to how to improve thc conditions of the jails. It was for them, he ‘said, to make suggestions of great value to the country and especially to the prisoners.

As Falconwood is the food supply base for the other institutions we might suggest that the fish supply have inspection similar to that given to the meat. There is still the demand for more room, neces- sary for proper treatment and czirc of the patients, but the public has been aware of this for many years and While this may not be a time for additional capital expenditure we trust in the near future the government may sec their way clear to remedy this.
