Third Phase of Peacekeepers Prepare For Central America

OTTAWA - The Minister of National Defence, the Honourable Bill McKnight, announced on March 22 that Canada will increase its peace- keeing ability in Central Amer- ica as part of the United Na- tions Observer Group (ONUCA). In response to a UN request to provide helicopters with a light lift capability, Canada is send- ing four CH-135 Twin Huey heli- copters to support the four CH- 139 Jet Ranger helicopters al-

ready in Honduras. To re- flect the unit’s new composition, the Light Observation Helicopter

(LOH) unit has been renamed the 89 Rotary Wing Aviation Unit (89 RWAU).

“Canada’s reaction to the UN requirements is an example of the Canadian Forces’ ability to re- spond to the UN and contribute to international peace and stabil- ity,” said Mr. McKnight.

This group of peacekeepers, including two women and nine reservists, departed Ottawa on March 24, 1990 for Teguci- galpa, Honduras. This brings Canada’s peacekeeping commit-

ment in Central America to

169, which includes 12 reservists and nine women. Canada’s

responsibilities include 36 mili- tary observers at verification cen-_

tres throughout the five Central American countries.

The Twin Huey helicopters are well suited to light lift oper- ations and will enable 89 RWAU to be more capable of fulfilling its mission. An additional 47 per- sonnel from CFB Petawawa, BFC Valcartier, and CFB Edmonton are to join the unit to support the Twin Huey helicopters.

Clark Urges Soviet Restraint in Lithuania

The Secretary of State for Ex- ternal Affairs, the Right Hon- ourable Joe Clark, called in the senior Soviet diplomat in Ottawa on the morning of March 27 to express his deep concern over the present situation in Lithua- nia. During the meeting, Mr. Clark strongly underlined those points as set out in a formal let- ter sent to Soviet Foreign Minis- ter Eduard Shevardnadze, which was also delivered on the 27th.

In his letter to the Soviet For- eign Minister, Mr. Clark stated

that Canadians had been follow- ing recent events in Lithuania with growing apprehension. He emphasized that they were ex- tremely concerned by the increase in military activity over the last few days.

Mr. Clark reminded Mr. She- vardnadze of repeated assurances the latter had given to both the Canadian government and inter- national community that there would be no “crackdown” in the Baltic States. The Minister indi- cated to MR. Shevardnadze that

Hi everyone! Our first year at UPEI is quickly coming to an end, but there are a few things I’d like to let you know about.

If you need a student loan to help you, you’ll be paying an extra 3% starting August 1, 1990, along with the GST. That’s why we’re having a rally tomorrow. It will be at 12:30 at Province House. Buses will be leaving at 12:15 and 12:25 from outside AVC.

In concluding his letter, Mr. Clark urged that a process of con- structive and peaceful dialogue be established between Vilnius and Moscow leading to the estab- lishment of a fundamentally new relationship, one which would re- flect the legitimate aspriations of the Lithuanian people.
