What does Canada show in that respect ? She shows an actual and satisfactory increase of exports over those of the preceding year, which was much the largest in the history of the confederation.

This is enough to make you think twice before going back to the policy now offered you by the Oppo- sition. I have something to say also re- specting

States. So does the Liberal-Conservative party. No one has a right to doubt that. The records prove it beyond all doubt.

tut the Liberal-Conservative party never yet sank so low as to be willing, for the sake of reciprocity, to abdicate the right of Canada to control its own tariff, to as- sent toa high uniform tariff with the United States, or to consent to shut its markets against the rest of the world and discriminate against the mother country, and so to become absolutely dependent upon the United States for our prosperity. They never *o far forgot themselves and their country as to sacrifice Canadian and imperial interests alike for the fad of commercial union or unrestricted recipro- city and imperil their connection with the mother country. They always said : “We relations con- sistent with the best interests and the dignity of this country and of the empire of which we form a part” The late Hon. Alex.

MeKeazie was as gooda leader as the Lberals ever had or ever will have. Dur-

ing the term in which he was premier, reciprocity was just as sweet amorsel as it is now: yet hetried twice to secure a treaty with the United States and failed. Geo. Brown was sent to Washington to ask for reciprocity; but the same train that carried him thither took in- structions from the Government that there was to be no discrimination against the Mother Country in the farming of such a treaty. The Hon. Alex. McKenzie, however much he wished for reciprocity with the United States, wished for none that would discriminate against the trade of the Brit- ish Empire. He was. therefore, at one with the Liberal-Conservative party on that point. The Leaders of the Liberal party jnow tell us that we deceived the people in our negotiations with the Wash- ington Government in 1891. How did we do so? We published our documents, stating what we did. Those documents were laid on the table of the House last winter. They show that when our first otter was made and refused, we asked for modifications and conditions. We were told by Mr. Blaine that the only conditions to which the American Government would agree must embrace a uniform tariff and discrimination against Great Britain. When those conditions were submitted to us we determined, as honest men and patriotic Canadians, not to accept the terms. Now, we all knew that the surest way not to obtain reciprocity with the United States, is to show them we cannot and that

get along without it, we are dependent upon them. No less a man

than Sir Richard Cartwright, the Financier of the Opposition, is authority for this. In a speech delivered by him in 1878, he said: “There is nothing better calculated to prevent the bringing about of recipro- city than to tell the Americans we cannot live without them. It would induce *hem to believe that they had the power to drive us to their own terms.” If we tell the Americans that we cannot prosper or make any headway without their market, they will say that their best course is to

apple, we fall into their hands. We must not be led away by false hopes respecting reciprocity. Granted that our people would like to have free admission to the United States market for certain of their products, we are none the less bound to tind out what we should have to pay for it, and what we would really gain before accepting the terms offered. We should ascertain whether we are asked to pay too great a price or not. A speech was made by your fellow towns- man, Mr. Davies, at the Liberal conven- tion at Ottawa, in which he stated that “since the Maritime Provinces were peopled there never was a decade when prosperity was so marked among. all classes, when land rose in value so quick- ly, when the farmers had as good a mar- ket as between 1854 and 1866, when we had reciprocal trade with the United States. We look back with lenging eyes to that period of free trade with the United

| States, and we look fcrward with hope

that the Liberal party, coming to their

own again, will bring back the prosperity of that period to us.” Translated into plain English, that

statement means that from 1854 to 1866, we had great prosperity on account of re- ciprocity with the United States; and that if you place the liberals in power they will give us like prosperity. Now, if the lib- erals were in power, could they do so or

These were wreckers. They made wealth for themselves, but their oc cupation was not one that good people could commend. What shall we say of the political party or leader who, to gain the emoluments of office, lures the com- monwealth to disaster by holding out false hopes of a prosperity based on condi- tions which can never return. After tea, and cheers for Mr. and Mrs. MeEachern and others, the party left the grounds and repaired to the wharf, where the May Queen was waiting to bring them back to the city. By half-past seven all was in readiness to leave; lines were loosed and soon the liitle clipper ship was on her way cityward. Before returning to the city, however, Captain Paoli treated the party to a sail out to the entrance to the

music.

A DESPERATE CHARACTER.

How Detective Power Captured Sabeans, Sabeans; the Annapolis Crook. Detective Power’s capture on Saturday of Frank Sabeans, the notorious thief and criminal, was an excellent one. Sabeans was a terror to the neighborhood in which he resided, and the people living there ere afraid of their lives, no person ever attempting to impede him in his robberies as he was known as a desperate character. Last week Geo. Andrews’ store at Middle- ton, Atnapolis county, was broken into, and about $400 worth of goods taken there- from. The attorney-general was made acquainte | with the facts of the robbery, and at his instance Detective Power was sent to investigate. From the facts learned by the detective Sabeans was implicated in the robbery. The detective, in company with Sheriff Morse anda couple of others, went to [Sabeans’ house, at Sabeans Brook, at daylight on Saturday morning. When the party entered the house Sabeans was not in, but they laid in wait for him, the sheriff in one half of the house, and the detective in the other. About 7 o’clock Sabeans entered the house and opened the door of the room in which the detective was. As soon as he opened the door the detective sprang upon him and felled him. While lying on the floor Sabeans drew his revolver on the detective, but before he could use it the detective had him covered with a rifle. Sabeans saw the detective meant business and he gave up the revoly- er. He was then handcuffed and taken to jail. Sabeans is a man about 5 ft. 10 in. in height, weighs about 180 pounds, and is 33 years of age. Llc, in company with his father, was sentenced to serve a term in Dorchester penitentiary for a robbery at Port Elgin some time ago. While being conveyed with his father to jail, and bound with rope, he made his escape from the officer, who had them both in charge. His father is now serving a term of five years in Dorchester. A portion of the goods from Andrews’ store were recovered. After Sabeans had been placed in jail the detective reveivel many congratulations from the townspeople for his successful capture.—H x. onicle.

The Behring Sea arbitrators have decid- ed in favor of Great Britain on every point at issue in the dispute—jurisdiction, pro- prietorship, ete.

This announced by a special des- patch to the Pall Mall Gazette from Paris. This decision, the despatch further says, does not recognize the United States’ claim to jurisdiction in the Behring Sea, based on Russian rights. It also decides that the United States’ alleged right to property in the seals does not exist in law or in fact.

The judgment ofthe arbitrators was unanimous on all points save one, when

the two United States arbitrators alone dissented. This decision, which is apparently

authentic, will be made public officially, the Gazette says, in a fortnight. Mean- while the arbitrators, having thus disposed of the disputed points, are devoting time and attention to the question of the regu- lations to be established for the proper protection and preservation of Behring Sea seals. It is said that these regula- tions will be made very stringent for the preservation of seal life.

The yacht race for the Meteor Challenge Shield, presented by the German Emperor, had only two competitors, the Brittania and the Satanita. The Brittania arrived at Cowes at 9.44, the Satanita reachihg home nearly half an hour iater. No time was taken. Poth yachts covered about 160 miles. The Prince of Wales, the Duke of York and the Emperor William were on board the Britannia.

CHRISTIAN ENDEAYOR CONVENTION.

A Large and Enthusiasiic Gathering,

Haxirax, August 3.

Meetings of the Christian Endeavor Convention, yesterday, were very largely attended in the evening. Hundreds were turned away from St. Matthew’s Church, unable to find room. This is one of the largest churches in the city.

This morning the Rev. Dr. Clarke arrived from Boston and was met by an enthusiastic crowd of Endeavorers at the

depot. He addresses the several meetings to-day.

Much as we desire the summer visitors |

and welcome them to the hospitable shores of Nova Scotia, yet more gratifying is it to know that each Yarmouth boat brings many of our young men and women from the domain of Uncle Sam. After a few months or a stay in the city with board at five dollars a week and the many attrac- tions that their poor hearts ache after, they are compelled, on account of hard times, to once more seek their fortunes in the fairest province of the earth.

We have been treated with a new story this summer so much different from the one told formerly. Who has not heard the boys tell, when home on a visit, that they average $12 and $15 a week and are get- ting on mach better than in the province, when in many eases they have borrowed the neediul so as to be able to visit the folks at home? Now they are compelled to tell the truth about the factories being closed down or working half time, and at the best of times they found it very hard to make ends meei.

Nova Scotia welcomes her dissatisfied sons and enjoins on them to buckle down to the hard work, as has been their accus- tomed wont across the border, and they will find that their own little province is far better than the nation that floats the Stars and Stripes.
