All About a Deposit.
A Kingston, Onat., despatch says: The de- posit money placed in the Returning Officer’s hands for Mr. Shibley, the © Liberal candidate for Addington, was garn- isheed by a Toronto creditor, Mr. Britton, Q. C., claimed the the case was heard by Judge Wilkison a few evenings ago. The creditor's counsel claimed that when the money was put up it became Mr. Shibley’s and was payable back to him and was therefore attachable. Mr. Britton demurred. He said he put up the money at his own risk with an unequivocal understand- ing that if it was forfeited by a non-secure- ment of a sufficient number of votes the can- didate would not be asked to recoup, but that if the money was not forfeited then it should be returned to him. He also contended that mosey in the hands of an officer of an election court was not liable to attachment. Further, if these grounds were untenable, the decision | in the Queen’s County, N. B., case was put in, and Mr. Britton alleged that he was not the agent for Mr. Shibley, and consequently the latter was not properly a candidate, and the mouey placed in the Returning Officer's hands was his.
The Judge reserved his decision, but said that he considered the money was Mr. Brit- ton’s, and that in placing it inthe Returning Otlicer’s hands he made no relinquishment of it except in so far as its forfeitures was con- cerned.

A Word with the Council.

Sir,—As an interested citizen I have read the letter of Mr. W. C. Harris and the reply of Messrs. Phillips & Chappell I have no desire to say whuv I think is right or who I think is wrong. Perhaps there is some right fand some wrong on both sides. What 1 do think is, that the City Council have managed the matier ina ve®y hasty, unbnsinesslike and unsatisfactory way. There is no doubt in my mind that, in their haste, the Council paid
several hundred dollars more than they ought to have paid for the land; and having ob- tained the land a very good site—they ought
undout rtedly, in my Opinion, to have ca! led for | plans aud speciticatious and estimates of cost trom all the architects within reach. At the very least, they should not have completely iguoved the only firm of professional architects we have in the town. Messrs. Stirling & | Hersis b have, certainly in recent years, set the fashion for the architecture of this city; and that a decided improvement is evident, need not be stated. St. James’ Church, the resi- dences of Mr. Houle, Mr. W. A. Weeks, Mrs. iMcLennan, Mr. J. D. McLeod, Mr. Miller, and many other new and beautiful residences which might be named—not to speak of the Cameron Block and the splendid new Dominion | Building—are standing witnesses to their art jand skill. O: 1¢ day in the autumn of last ‘year I was showing a prominent man trom one | uf our Canadian cit ies over the town, and he was not sing, as stranyers do, the most ad- mirable things that came to his eye. Every building he pointed out as particularly hand- ;Some, with one exception, was built from the |plans of Messrs. Stirling & Harris. Imita-
tion, it is said, is the sincerest flattery ; and it is quite evident from the buildings going up lon Upper Prince Street and els ewhere that | their plans are being imitated—that, ae I said | before, they have in point of architecture set jthe fashion of the town. But the City Coun- icil went past them, admitted of no competi- | tion, and employed Messrs. Phillips & Chap- ; pell excellent mechanics, I admit—to pre-
I; ave the plans and superintend the erection of the most costly City Building ever erected jhere. To me the whole proceeding looks very llike a job—-and if, as Mr. Harris states, the city willlose about $2,000 on account of it, tne Council are-—I think I express public opinion—highly censurable.

Gold.
The discovery of rich gold deposits in | British Columbia, close to the imaginary | boundary line between that Province and Alaska, may, it is feared, lead to serious trouble if the actual boundary is not de- fined before any attempt is made to de- velop these valuable finds. In view of the discovery of gold in the Pacific Province the Dominion Government have decided on ‘sending out a party to make a_ geological survey of that part of the country in which minerals have been found, and to ascertain as nearly as possible to whom they belong

Referring to the country between the head waters of the Lewes River and Mount St. Elias, which lies directly west of it, which abounds in silver, copper, lead and ore, Dr, Bell says that as the Americans have got ahead of Canada in every territorial deal the Domin- ion must look forward to being done out of this valuable territory, which,he maintains, properly belongs to Canada. An effort will be made during the coming session of Par- liament to secure an appropriation to com - mence a survey of the British Columbian boundary in the hope that thé United ‘States Government will co-operate and definitely fix the boundary line and thus remove all possibility of dispute.
