The

Sir Charles Tupper, in replying to the motion of Mr. Bertram on the address said there bad been mueh speculation as to who was the author of that remarkable produc- tion, the preferential tariff, but it appeared from the revelations made during the Centre Toronto election that the architect of the tariff was Mr. Bertram. The mem- ber for Centre Toronto had made the im- portant admission that there was conster- nation throughout the country prior to the last general election as to what the Liberal party would do if they got into power. Of course, there was consternation because a number of people believed that the Libera's were sincere, and if they obtained office they would carry cut the pledges they bad made to the country. (Opposition laughter.) If the public mind had been relieved and buoyancy preyailed among the business men today it was because the Liberals, instead of redeeming their pledges, had called in a bloated manufacturer who bad been fattening on the people to frame a tariff forthem. (Opposition cheers and laughter.)

Coming to the jabilee, he declared that the hearts of Canadians were thrilled by the wouderful spestacle. The exhibition of naval power manifested by land was calculated to ensure the peace of the world.

When he saw him bedecked with the Grand Creas of St Michael and St. George andthe Grand Cross of the Legion of Honor of France be could not help wonder- ing what his democratic friends who used to be roused to the wildest enthusiasm when he denounced with scorn all tin-pot titles thought.

“Tam afraid,” added Sir Charles, “the tempiation placed before him made him something like Bob Acres with his courage. His democratic sentiments oozed out of his finger ends. (Lavgbter.) I must say that it was with some surprise that I beard he had accepted the Grand Cross of the Legion of Honor of France. I could not understand it. I cannot under- stand it now. A similar Lonor was tendered me by the King of Belgium, when I had the konor to represent Canada at Antwerp. Knowing that no British sub- ject can accept a foreign order except with the assent of the Crown, I went to the Colonial office and spoke to Sir Robert Herberr. I applied for permission to accept the decoration similar to that the Premier bas accepted except that it was from Belgium inetead of France.

PERMISSION WAS REFUSED.

That p2rmiesion was not only refased, but Sir Robert Herbert placed in my hands a statute that declared that Her Majesty had not the power to consent to the acceptance of a foreign decoration, ex- cept for services rendered on the battle- field. (Laughter.) [ donot know whetber my right hon. friend hae won this decora~ iica on the battlefield. (Laughter.) Un- jess he dd I cannot understand why he should appear as Prime Minister of Can- ada wearing a decoration I understand to be prohibited by the autbority of Parlia- ment, except in the cases in which Her Majesty is able to give permission.”

Sir Charles congratulated the Premier on the appreciation the British people bad shown of his eloquence. No people ex- cept the French were more oppreciative of eloquence than the British.

“I regret, however” added Sir Charles, “that my right hon. friend in England would not uee his eloquence in the interest of Canada. I observed his course durirg his visit to England. It is with the deepest regret thatin the diecharge of my duty J ém compelied to say that instead of , using his eloquence for Canada at a time when mach could be a complished he forgot his country and used bis high position to do the gravest injury to the country.”

Between 23rd April and 25th November orders-in - council were passed by the Government admitting the goods of 26 foreign countries to the minimum rate besides those of Great Britain. ence to Great Britain which had been heralded far and wide? It had ceased to exist and was an absolute farce. The so. called preferential tariff would stand fer a!l time as a monument of the utter inca-

pacity of the Government to deal with s question which no person could be excused for being ignorant of. The Government either acted in crass ignorance or, know ing the facts, they deliberately misled the people. But what had been the effects of this great preferential boon to the English people? While the imports from England into Canada had decreased by $3,567,554 over those of the previous year, the Cana- dian imports from the United States had increased over $3,000,020. Speaking at Shef- field Mr.Fielding had admitted tha: Canada had not given & preference to Great Britain, but promised that the Government would carry Out their promise on the termination of the treaties. The Government could not, however, carry out that promise under the preferential clauseein the present tariff. Another barrier that steod in the way was the Cobden medal possessed by the Pre- mier and which he seemed to value more than keeping good faith with the people of Canada. The Government were however, in honor bound to keep their pledge to give the Mother Country only an absolute preference. He trusted Sir Wilfrid Laurier would adhere to that pledge even though it involved surrendering the Cobden wedal.

Sir Charles twitted the Premier with his etatement in Montreal, on returning from England, to the effect that the denunciation of the Belgian and German treaties had roade Canada a nation, prior to which this country was a blotch on the map.

“Was there ever more transcendent nonsense?” observed Sir Charles. “I do not know at what stage of the dinner this statement was made. (Opposition laughter)

Sir Wilfrid Laurier muet have been asleep for the past twenty years or he never would bave made such a statement. He nad ignored Confederation. Did that net make Canada a nation ?

The Premier had also ignored the part which Canadian representatives took in the negotiation of the Washington treaty, the Fisheries treaty, the French treaty, the Behring Sea arbitration, and cther im- portant affairs wherein the national status of Canada was recognized by Great Britain, Sir Charles answered the content‘on that the denunciation of the treaties had made

Canada a nation by quoting from a speech made by Sir Wilfrid Laurier prior to that event taking place, in which the Jatter asserted that Canada was already a nation. Equally groundless was the claim that Canada had secured the denunciation of the treaties, and Sir Charles proved by an admission of Mr. Fielding’s in his Sheffield spe+cb, and an annouacement in the Im- perial House, that denunciation was brought about by the demand ofthe Colon- ial Premiers. The Opposition leader then sharged Sir Wilfrid Laurier with inability to make two statements that agreed in re- | gard to any one question upon which he spoke. In illustration of this he cited the Premier’s former statemeut that Imperial federation was a_ eénicidal policy for Canada and his more recent assertion that thie country @ught to be represented in a parliament representative of Greater Britain. He also compared Sic Wilfrid’s former denunciations of the fast line service as a farce, with his initiation of the fast steamship policy of hie Conservative predecessors. In the matter of the latter policy the Govern- ment nad acted so tardily that not a single keel bad yet been Juid and four valuable years had been lost.

LORD ABERDEEN,

Sir Charles Tapper then took exception to the statement of Sir Wilfrid Laurier at the Canada Club dinner that the Gov- ernor-General had presented an even balance between all political parties in this country at the time of the last change of Government in Canada. Did the Premier not know that at the time of the crisis to which he referred the Governor- Jeneral’s conduct was denounced by ithe press representiug more than one half of

the electors of the country. (Ministerial cries of “No.”) Almost every portion of the press condemned the conduct of His

Excellency at that time as a violation of the constitution, and he (Sir Charles) proved that Lord Aberdeen had violated

every British and every Canadian pre- cedent. A stormy ecene then followed. From

the ministerial benches came loud cries of “Order,” and “take it back,” and the

Deputy Speaker at last warued the Opposi- tion leader that it was against the rules of} the House to speak disrespectfully of the Governor-General.

To this Sir Charles Tupper replied: |

“You entirely mistake me. I am not saying anything disrespectful of the _ } Governor-General because the First

Minister assumed the responsibility of His Exceilency’s act,and [ have a right to challenge him for supporting a violation of the constitution.”

The ministerialists repeated their de- mands for the withdrawal of this state- ment, butSir Charles stood facing the interroption with the utmost unconcern, oaly resuming his seat as the Deputy Speaker rose to make an occasional de- liverance,

Sir Charles saia the attempts of the ministerialists to shout him down showed that they did not want to hear the truth. Would it be in order for him to read a speech which the Governor General de- livered ia Toronto a few days ago, in which he supported Sir Wilfrid Laurier’s policy, and opposed the policy of the Cocservative party. Sir Charles declared that he had used much stronger language with reference to the Governor-General on the previous occasion when the speaker was in the chair, and it passed unchal lenged.

Finally the deputy «peaker accepted as satisfac‘ory Sir Charles Tupper’s state- ment that he wascriticzing the Govern- ment, who had assumed responsibility for the Governor-Generals acts and that he did pot mean to convey reflection upon the Governor-General] personally.

THE YUKON QUESTION.

Referring to the Yukow question, Sir Charles said that he bad had recent testi- mony to the activityof the Ottawa liar. A telegram was recently sent from Ottawa to British Columbia and the West, stating teat Sir Charles Tupper had applied for and had obtained from the British Colum~ bia Government a permit for his company to introduce 50,000 gallons of whiskey into the Yukon Sir Charlies Tupper continued : “T say to this House that “this statement has not the slighie-t foundation in fact, that I never applied for a permit to send agallon of whiskey to the Northwest Klondike or anywhere elsewhere else. [i says that 1] appealed to the Government of British Columbia That Government has no power to grant a permit to take a gallon of whiskey into the Northwest Territories, as every man in the house knows. The statement was simply a false-~ hood manufactured without the slightest basis. I probadly would be the lust man in Canada who would do anything of the kind, even if I bad an opportunity, and why ? I had the honor to propose the pro- hibitory Jaw which apy; lies to the whole of the Northwest Territories, and when Min- ister of Crown Lands, carried that measure through Parliament and was in a position to say that at a temperance breakfast to which I was invited in London on one oceasion, when they were talking about prohibitory enactments and their practica- bility that I bad had the honor of obtaining from Parliament a prohibitory liquor law covering the largest portion of the earth’s surface, to which ech a law wae never extended. Gentlemen present asked : “Was it carried out,’ “Did it do any good ?” I answered ‘Yes,’ it did a great deal of good and you will see it as vigorously en forced whenjl tell’you that on board a C.P. R. traia the pocket of a member of Parlia- ment was searched\by the mounted police, a flask found and its contents emptied on the ground.

To the Minister of the Interior I can only say that he will have my hearty sympathy in every possible way in doing everything to prevent the introduction of liquor :ato the N. W. T. Sir Charles Tupper then dealt with the proposed railway to the Yukon,

“I come now,” he said, **to the contract stated to have been passed. I do not intend to diecnes this subj-ct until the papers are laidon the table. [t would be premature tor any hon. member to arrive at a settled conviction in One way or the other until the whole case is presentedto the House and we bave heard from the Minster of the Interior and have obtained the records e@asio knowthe ground on which the action adopted bythe Goverament has been taken, buil want to refer toa slan- derous attack made on my-e}f in reference to the manner. The character of any member of this Hoase is of inportance to eyery one in it,to whichever side be may belong, and whatever can be done shou'd be dove to discouutenance unfound- ed slanderous statemests ca'culated to effect the character of a public man. I refer now to the World newspaper of Tor- onto, and I character.ze that as the most cowardly attempt to slanderthe character of apubli¢ man I have ever met since I have been in public life.

If the Toroato Wor!d has the courege or manliness, instead of dealing with walicious and lying inuendoes, tomake a statementto which tbey could be held responsible, I could forgive them, because I would suppose that, believing they had good grounds for the statements they made they felt warranted in the pubic in terest in making it. I say that no more personal attack can be made onthe character of a member of this Houee than to charge him with being corruptly concerned in any contract given by the Government. The public man whocan be shown to be corruptly connected with any contract in which public money or public property is to be used, is guilty of an offsuce that ought to deprive him of @ seatin the House and to drive him out of public life. 1 may say, for the information of the House, that since the House rose, and while [ was i» my roem, some kind friend sent me acovy of La Presse, and I will do La Presse the justice to say that they have not exhibited thecontemptible cowardice that the Toronto World has exhibited in dealing with this subject,

La Presse charged me directly with being a party to avd with being person- ally interested in the Munn-Mackenzie contract. The moment I resd it I addrees- ed the following telegram to Mr. Donald Macmaster, Q. C., of Montreul:—

Please see La Presse. February 2nd, fourth page, second and third columns, where it is stated, among other things, that 1 am persoually interested in the Mann-Mackenzie contract and with Messre, Blair and Sifton,and am coa- spiring to profit our of it at the expense of the country. Demand an _ immediate retraction and apology, otherwise de-ire you to institute criminal proceedings without delay.

These gentlemen will now have an op- portunity in a courtof justice of showing what fuundation they have for this slander. During the last five minutes in the House I have received the following reply to this telegram :—

‘Montreal,

“T have your telegram about La Presse and it is receiving my best attention.

“DonaLD MACMASTER,”

That is the course which 1 am prepared to take with any responsible man in thie couutry or apy responsible newspapers in this country that venture toattack my public character in relation to a matter of this kind.
