The shares were bought from the late German financier Jo ‘hannes Lerch. New interests would pay $50,000 to manage the plants, but it; would not give them any shares.

The new agreements, if passed, will enable the government to re- cover the original $7,500,000 in- vestment.

Once the plants have been taken over by new management, preferred shares will be created for CMIC of $2,500,000 and of $5,000,000 for North Star.

New management will use its profits to buy these shares from the government. Then manage ment will have an opportunity to buy common stock which would give it complete control.

“We will .continue to be sole owners of these shares for some time to come,” the premier said.

Mr. Smallwood said the plants have spent $18,400,000 for New- foundland labor and the purnhase of goods in the last six or seven years.
