With matters of more immediate practical importance to be dealt with. however, it is possible that questions of constitutional change may be pushed into the back- ground unless there should be a general disposition on the part of the provinces now to act. »

Most of the provincial legisla- tures. however. now are in session and two of them. Quebec and Saskatchewan. face elections after the end of their present sessions.
