There has bet-ma good deal 0f adverse press comment on Agriculture Minister Gard- iner's statement in the House of Commons that the Prairie Farm Rehabilitation Act could not be extudod to cover all of Canada, as he had intended, because of the failure of the Domin- ion-Proviutizil Conference. \\'hat the Ottawa reports failed to note at the time was that Mr. Gardiner did not "get away" with this alibi in the House, but was promptly taken to task by Mr. D. Li. Ross, Progressive Conservative meni- ber for Toronto St. Paul's. The debate appears in Hansard official report 0f May 30.

"If I understood the Minister aright," said Mr. Ross, “he stated that he has been depriv- ed of certain sources of revenue. I should like to know what sources of revenue the Minister has been deprived 0f. At the present time I do not know of any, and I do not think he should use the failure of the Dominion-Provincial Con- ference as an excuse for not bringing d0\vn bills in respect of this work. He says that some :ources of revenue should be taxed. What are the sources which should be taxed? I think he ought to give us a little more information about that and not merely lay the blame on the fail- ure of the Dominion-Provincial Conference."

Mr. Gardiner replied that he did not want to enter into a discussion of that question. In order to avoid an argument, he would “put the blame on the Federal treasury and say that when I go for money to spend on such activities I have to face what the treasury will say."

To which Mr. Ross replied: "The Min- leeer c:nnot say in this House of Commons that he has been deprived 0f any source of taxa- tion, because the Federal Government is tax- ing in every field at the present time. That is the whole point. It is not a question of being deprived of any source of taxation. The Minister cannot get away with that. There may be oth- er reasons but he cannot lay the blame there.”

Interruptions came at this point, and the discussion shifted to other matters. But it is significant that the Minister did not choose to make any direct reply to Mr. Ross. He re- peated again that the Act will not be extend- ed to cover all of Canada this year, and that the bills he had prepared to make it apply to all Canada were “contingent upon agreements be- ing reached :t the Dorriinion-Provincial Con-

Canada, at the moment, Dr. Lehberg said, faces a drastic shortage of essential fats and oils and he saw no prospect 0f that shortage be- ing relieved for at least three years. In lard nlone, he said, Canada can count this year on only about 40,000,000 pounds whereas her nor- mal requirements are about 80,000,000 pounds.

He believed that the Dominion should fol- low a policy of trying, byscientific means, to develop domestic production of vegetable oils and animal fats in order to overcome “very un-
