Young people must be taught to live within their means.

A deputation of Irish landlords recently waited on Gladstone and asked for advances from the Government at 3 and 3} per cent., to enable them to pay off loans and avoid the ruin, by foreclosure, of many of their class whose income has vanished. Glad stone was sympathetic with his visitors and promised the full consideration of the sub- ject by the Cabinet. Should the demand

granted, it will cause serious differences between the supporters of the Government, as the Radicals will never consent to the proposal.

An interesting blue book has just been issued by the Government, containing a summary of the reports of the Department of Public Works, from the date of con-

federation up to the present time. It)

shows that the total amount expended by the Canadian Government in public works up to the present has been no less than $164,000,000. Of this large sum the ex- penditure of $96,000,000 has been ineurred since Confederation. Some $90,000,000 have been absorbed by railways, $42,000,- 000 by canals $16 000,000 by public build- ings, and $6,000,000 by harbors and break- waters.

The Emperor of Russia, in his manifesto, granted a free pardon to 20,000 or 30,000 political offenders, mostly Poles, who had taken part in the insurrection of 1863, and to 10,000 or 12,000 thieves and cut throats, mostly Russians. The political offenders have not benefitted much by the Imperial clemency, for most of then are dead; the thieves, on the other hand, have thoroughly enjoyed themselves since their release, cut- ting purses and cracking cribs as of yore. Fortunately for honest folks, the police have displayed great energy, and 90 per cent. of the pardoned prisoners are already re-installed in their former quarters, to remain there till asocial earthquake or a new coronation grants them another brief spell of liberty and crime.

One of the strangest devices to turn the tide of public opinion in favor of a political candidate was resorted to not long since in the arrondissement of Chaillot. It was an- nounced by means of abundant placards that on election day Victor Hugo would set out between the hours of one and two for the poll, in order to register his vote for George Renard, one of the candidates, How it became known that the great poet would vote that way or that he would select that particular time for recording his vote was not revealed. It might seem hardly likely that Victor Hugo, with all his eccentric devotion to the cause of the Republic, would authorize sich a use of his name, and those who adopted such a plan to cause a reaction in favor of their candi- date might be thought to have little respect

for the venerable poet to whom they as-/

cribed so much political influence. Never- theless, it appears from the Moniteur that Victor Hugo himself really permitted his name to be thus used in the interest of his party. What is more, the ruse was suc- cessful.
