Mr. Macvonaip aaid the traffic on the Montague River was very extensive, and the ‘‘ Lion” was unfit for the service. It reqaires a good sized steamer. Gravd River never had advantages of communica tion cither by rail or steam. The trade there is important, and only requires to be worked up. The suggestion to include law Fortune covld not be carried ont, as there is not sufficient depth of water. This House had passed a subsidy for steam ferry to Cardigan several times, but the opposition party in the Upper House had so amended the Bill, as to make it of no ue. :
Mr. Gorpon said if the views of some of the members of the Oppesition were te pre- vail, we should never make any progress. The Government are doing an excellent work, opening up the country, and giving facilities for trade, which are not enjoyed by these wealthy sections. He thought it impossible to include Souris iu this arrauge- ment, it would require a large boat to nav?- gate so much of the Gulf, and one which could not enter Bay Fortune, and scarcely even Grand River.

Mr. Scnzivan eaid that whoever aszerted, whether a member of this House or not, that the Government or any member of it endeavored to procure the defeat of that Bill, stated what was false. Mr. Kickham did not publish that he was requested by the Government. He stated that he voted against the Bill by request, and he has since explained that it was at the request of severa! persous in the locality of Cardigan. | The Government did all in their power .o provide Steam Communication for Cardigan. He was anxious that Bay Fortune should be included in this scheme, but was iuform- ed that the water was not deep enough, and that the distance was more than could be accomplished.
Mr. Bentizy desired more information as to the trade that was done in these places; while legislating for trade facilities, he trusted Hon. members would not forget the County Otiieces.
Mr. J. R. McLean said that a large quantity of potatoes was shipped from Bay Fortune, and the distance was not too great to be accomplished by one steamer. Ii there is pot sufficient depth of water send the dredge there. He was under the im- pression that Mr. Kickham had been spok- en to by a member of the Government.
Mr. Svtzivay challenged Mr. McLean to table a resolution asking for an investigation of his charge, and said every facility would be afforded him to prove it.
Mr. Macpoxatp said the publisher of a paper in Georgetown was an Opposition candidate at the last election, and he wrote to Mr. Kickham such a letter as would bring the answer he wanted, which a day or two before the election, and before they had any opportunity to reply, he published. McCourt then insinuated that it was at the request of the Government, which Mir. Kickham did not say.
Mr. McFapyrn said these localities are in need of steam Communication. Murray Harber should be included in the scheme, the steamer could run to Souris three times a week and the same to Murray Harbor.
Mr. Beer was pleased at the introduction of this measure but feared it will not give the accommodation expected. The people of Montague expect “two trips daily to Georgetown. It will hardly be possible to get a boat to do the service, and if the sub- aidy is small, it will be imposible.
Mr. Joux McLsax would support the measure, he is not much acquainted with Montague Bridge, but Annandale and Head of Grand River are badly in want of this accommodation, at former place a large lot of mackerel is caught, and with varying prices, loss is often incurred for want of immediate shipment. Georgetown and Souris were both behind in steam com- munication with ovtside markets. The motion was carried, and the House went into Committee.
Mr. Beer said it was necessary to have the petition from the inhabitants of Mon- tague, asking for this service, before the Hovwzee.
Me. Scirivan said the petition is in the hands of the Government and will be laid before the House before the second reading of the Bill. This scheme is more com- om gsm than asked for by petitioners,

Mr. Svciisvan moved that the subsidy be an annual grant of $600 for a period of five years, ard said that although it was a service that would eventually prove re- munerative, still at first it required to be encouraged.
Mr. J. R. McLean thought the term too long, before its expiring trade may have so increased, that the facilities efforded will not be sufficient.
Mr. Prowse said the subsidy asked for is $750. There is more encouragement to procure a boat when the term is for five years.
Mr. McFapyen thought the subsidy too small to procure a suitable steamer, it should be at least $1,000.

In the New Era, of the same day, there is a statement showing that the two departmental oflicers who went to Otiawa as delegates did not draw their pay while they were “absent from their ottices.””
As the statement quoted by the New Era was laid betore the Legislature some days ago, we must assume that the Pat- riot knew all about it, and deliberately iold his readers that which is false.
The trath is that the “ pay” of the recent delegation was precisely the same as that of the Laird-Haythorne delega- tion. But the “travelling expenses” of Messrs. Laird aud Haythorne respective- ly were from $35 to about $50 more than the ‘‘travelling expenses” of Messrs. Sullivan, Ferguson and Prowse.

The scheme proposed by 0’Connor Power for relief of the Irish, is the expenditure of £5,000,000 for promoting emigration or home colonization. The sum to be ad- vanced by the treasury and the charge for repayment is to fall primerily on land set- tled under the scheme, and then by way of security on accessable property in Ireland in such a way that the treasury shal! lose nothing. Provision is also made in the resolution for optional emigration. Trevel- yan, Chief Secretary for Ireland, said the distress at present existing there was nothing like that of 1847. He declared Power's plan impracticable. If the motion was adopted, a serious blow would be dea!t to the work which the Government is carry- ingon. Power's motion was lost. o>
The Elective Councils (Ireland) Bill, embodying Mr. Healy’s scheme for local self-government in Ireland was rejected by the House of Commons on the 11th inst., by a vote of 53 against 231. Trevelyan, Chief Secretary for lreland, having shown a spirit of opposition to the bill, Parnell, who wag present only for a brief time, accused him of showing a readiness to speak to order and to turn his back upon his former principles. He (Trevelyn) and many of his colleagues had supported a similar bili brought in by Dr. lsaac Butt when the Tories were in power. He sincerely boped this question which had already provoked euch extended controversy would now be left to a reformed parliament anda very different ministry.
