The coonial secretary urges that the doubt heretofore entertained that Canada was not free from pleuro pneumonia, is no longer tenable, while the new ninety deys quarantine in the North- west especially removes the last legal objec- tion to the free entry of cattle exported from the dominion. There is urgency in the matter, the memorandum adds, for both Canadian shippers and British im porters shou'd, in common justice be allowed to complete their seasun’s plans early, and not be keptse lorg in suspense.
