worst elements of a free econ- omic system like Canada's have been illustrated by business sit- uations recently unraveled under Canadian anti-combines law.

In one can be seen what hap- pens w b er 9 businessmen are lured into self-protection by the pressures of competition.

The other is an illustration of how competition itselfoften loolcs out for the public interest.

Last week in Montreal, 14 pulp and paper products manufactur- ers were fined a total of $65,000 for conspiracy to fix and control their prices — arrangements that evidence showed had been op- erating from 1934 to 1%.

In other words, the legislation as currently on erstood is in- tended to protect the public by maintaining tree competi- tion among Canada's private en- tenprises.

The National Inventors Coun- cil, a clearing house for ideas which might help the military. they will publish an expanded list of technical problems which have baffled defence department en- gineers and scientists. Everyone is invited to take a crack at them.

Ever since 1940, the council has been publishing periodic lists of inventions wanted by the armed forces. The new list adds 82 prob-

lems, i'eVlses 49 old ones and eliminates 58 which either have been solved or bypassed.
