His Passing Mourned
During his ministry of almost a quarter of a century at the Kirk of St. James in this city. the Reverend T. H. B. Somers. DD, came to be very widely known and very highly re garded by all classes of our citizens. Some months ago. while seemingly in excellent health and with the prospect of many more vears of fruit- ful service before him: he was stricken. with an incurable ailment. It is now our sad duty to record his demise. to pay tribute to the Chris- tian fortitude with which he bore his sufferings. to the noble example he set in his high calling at all times. and to the manner in which he iden- tified himself with the vital interests of the community and province of his adoption”
Dr. Somers’ services were in de- mand in many high offices of his church—as Moderator of the Presby- tery of Prince Edward Island. Mod- erator of the Maritime Synod. Clerk of the Presbytery and Treasurer of the Ministerial Association. and also as official delegate from the General

in Canada to the General Assembly of the Church of Scotland. He had been offered similar appointments to the general assemblies of the Pres- byterian Church in England. Ireland
and Wales. Duties of this kind he
was eminently fitted to discharge. in a manner which reflected credit upon himself and all concerned.
But it was in his pastoral duties at home. in his zeal as a preacher and as a biblical scholar. and his ac- tive interest in so many worthwhile movements locally. that he was best known to our citizens: His devotion to his obligations was proverbial. as were his manv acts of kindness and courtesy.
The province has indeed lost an outstanding citizen im his passing. But his mark on the religious life of the community will not soon be ef- faced, nor will his memory in the hearts and minds of those who were privileged to know him.

tains, for preserving distinctions of
race, religion and lancuage. as well as for a more hidebound class structure.
On the economic claims that the “bic middle class.” so familiar to Canadians in theory. doesn't really exist. but that most in- vestments are in the hands of com- paratively few people. and that even if some savings were available the

As a politician who was elected to the Quebec Legislature 3 vears ago, and who has sat in the House of Commons under three prime ministers. he says blunt- ly that “the bic trouble with the Pearson administration is that the men around him are not politicians — they do not have any political sense. Mr. Pearson _ is not a politician himself, so he should have some practical pol- iticiams in the cabinet to advise him.” That is as blunt and unans- _werable a blast as this cabinet has heard. this “cabinet of all the talents” of which about half the ministers have worked for governments in bureaucratic

But this book is an index: the index of the pro- ceedings of the longest session of our House of Commons. which lasted from 18th February last year until 2nd April this year. for a total of 248 daily sittings While even the index fills 587 pages, the verbatim Hansard report of the proceedings fills a record 13.192 pages. This re- port is without question the best

One of the pleasant surprises of this parliamentary year, to date at least, has been the smooth, efficient, relatively, trou- ble- free performance new-style redistribution com- missions.
“It's been so quiet.” said one

Parliament, “that you wouldn’t know that redistribution was go- ing on at all.”
It has been, of course. But even the redistribution com- missioners themselves who ac-
cepted, with some trepidation, |
responsibility for this most sen- sitive of political chores. have been surprised at the quiet re- sponse of public and politicians to their findings.
It may be that the controversy is still to come. But this seems, on the face of it, unlikely. The pattern should, by now. have been established. The redistri- bution commissions of seven of the 10 provinces— including On- tarip and Quebec—have already reported
their Trecommenda- . tions, complete with maps. Only |
the findings of the Alberta, Sask- atchewan and Manitoba com- missions are still to come
Only those who don’t remem- ber the shrill screams of pain and outrage which marked ear- lier redistributions wil! find nothing remarkable in the gen- tle murmurings which have at- tended this one.

As long as the machinery was in the hands of the parliamen- tarians themselves, however, each redistribution was the sig- nal for a frantie and frenzied competition.
Every redistribution was pre- ceded by protests, accompanied by’protests and followed by pro- | tests.
It is this pandemonium, a fea- ture of earlier redistributions, that is missing this time.
This doesn’t mean that the recommendations of the impar- tial tribunals have been accept- | ed without a murmur.
Objections have been voiced by M-P.’s who have found that their constituencies have disap- peared altogether. or have been Teshaped in drastic fashion. Same have’ complained. too, that the tribunals have handg@i them constituencies which are geographical r-onstrosities.

The net debt of Canada at March 31 was. $15,549.900,000 which, is $479.000,000 more than at the same date in 1964. Charg- es on the debt, representing in- terest and other charges pay- able annually. will be $1,048- 200,000 in 196566 or $% for every Canadian.

Sup- posing the Government reduced the debt and let the taxpayers keep interest money for spend- ing and investment businesses and new cars to in- crease national production and provide jobs. Would bad economics? Not, surely, as bad as Mr. Gordon makes sound.
