ROME. May 8 —(AP) —Fascist reports today described Italy's attitude toward the war as one of "pre-beiligerency" rather than "non-belllgerency." giving emphasis to Pope Pius‘ newly expressed fears that the "fire of war" threatens to invade other nations.
