MILITIA DEPARTMENT, 28th April, 1869. General Order.

1. Consequent upon the alteration in the Militia Law, Ilis Honor the Commander-in-Chief is pleased to direct that the under-mentioned Corps and Companies of the Volun- teer Militia be retained on the establishment from this date, viz :

Two Troops Mounted Riﬂes, Captain Commandant Holman, Captain Wood.

Two Batteries Artillery, Captain Commandant Major Mor- ris, Captain Lord.

The Dundas Rifle Company. Captain MeRae.

The Prince of Wales do Captain Longworth.

rI'he Irish do Captain McIntyre.

The Royalty do Captain Dogherty.

The Prince Edward do Captain Hensley.

2. The ﬁve Riﬂe Companies will be united respectively into one Administrative Battalion, to be styled the " Queen’s County Regiment," under the command of a Major, for the purpose of securing uniformity of drill with the advantage of the instruction and assistance of the Staff Adjutant.

3. The Troops of the Mounted Riﬂes and Batteries of Artillery not being of sufﬁcient strength to constitute by themselves Battalions, will be attached to the Queen’s County Regiment.

4. The amended Militia Act rendering it necessary to dispense with the services of the Regiments and remaining Companies composing the Volunteer Brigade, His Honor the Commander-in-Chief cannot do so without addressing a few words to the ofﬁcers and men of this force to thank them for the zeal they have shewn in the service generally, and for their invariable good conduct during the time they have been organizer]. His Honor confidently believes that, should the emergency arise which may make it desirable to summon the ofﬁcers and men into active service, they Will, at all times, be found again ready to enroll themselves for the defence of their homes and the support of the Crown. and with the same promptitude and energy which has characterized them for the period of seven years since their first embodiment

5. With the exception of those Companies whose services are retained, as set forth in paragraph 1 of this General Order. the three Regiments of the Volunteer Brigade are disbanded from this date.

6. The amended Act which has come into operation pro- viding for the acceptance of the services of‘ such Volunteer Companies as may. from time to time, be organized, irres- pective of any Government allowance, His Honor the Com- mander in Chief invites the attention of Ofﬁcers of the Reserve Militia and Gentlemen who may be desuous of availing themselves of the opportunity thus afforded them; applications on this subject should be addressed to the Adjutant General who will furnish more detailed instruc- tions.

VOLUNTEER MILITIA.

1. Queen’s County Regiment—-

To be Major, Lieut.-Colonel Henry Beer of the 2d Queen’s County Regiment Reserve Militia.

To be Adjutant, Captain Elijah Purdy, from late Queen’s County Regiment, Volunteer Brigade.

2. Colonel the Honorable Thomas Heath Haviland will hold the administrative command of all companies of Volun- teer Militia which may be enrolled throughout the Colony in conjunction with those on the present establishment.

I have had under my consideration the Answers which have been returned to the Circular Despatch addressed by my Predecessor to the various Colonial Governors on the 9th January, 1868, requesting to be informed whether or not their respective Governments would be prepared to make provision for the expense of the Re- turn Passages of Distressed Colonists, whom Consuls at Foreign Ports or the Governors of other Colonies might deem it necessary to send to their Homes.

1 have been in connnunication with the Secretary of State for Foreign Affairs upon the subject, and I now transmit to you. for your information. the Copy of 3. Circular which Lord Clarendon has directed to be ad- dressed to Her .‘. ajcsty’s Consuls abroad, containing instructions for their guidance. I have the honor to be. (CIRCULAR) FOREIGN OFFICE, February 26, 1869. SIR,

I am directed by the Earl of Clarendon to inform you that his Lordship has been in communication with the Secretary of State fer the Colonies regarding the ques- tion of the Relief of Distressed British Colonists by Her Majesty’s Consuls; and the decision that has been ar. rived at, after consulting the various Colonial Govern- ments, is. that the Instructions contained in the 9th Paragraph of the Revised Consular Instructions should be strictly observed by Her Majesty’s Consuls.

These Instructions prescribe that “ no Payments are to be made by Consular Ofﬁcers on account of British Colonial Subjects, unless under authority from the Gov- ernor of the Colony to which such persons belong, and in such case reimbursement must be asked for from the Colonial Government.”
