I believe that it is the desire of the great majority of the countries that this force should be effective, that it should discharge its func- tions. and should be an element creating conditions under which a final settlement may be possible.

I would add only one thing about the atmosphere of the United Na- tions as I saw it a fortnight ago. It was disturbing to note the com- parative indifference with regard
