The whole-proxince can be proud of Premier Shaw for bringing a whiff of Island air of good sense to the smoke filled room of the Dominion- provincial conference at Ottawa at the very outset. ,

This is suppo to be a study session between 4he premiers of the

~provinces. their—aides,-and_the gov:

ernment of Canada on the contentious problems of the day. Some will be of national interest, others tending upon the regional. Whatever areas of agreement may be reached: on the issues will require later ratification in the various provincial legislatures as well ‘as in the House of Commions —and-the Senate.

Capital Punishment

The White Paper which Ottawa has issued on capital punishment is intended for the prayerful considera-

tion of our parliamentarians during the summer recess. But we have been dipping into it ourselves: and must confess that if our vote depend: ed-on-the_mass-of statistics _presented in this volume, and the diverse con- clusions drawn therefrom, we should be hard put to say whether we favor- ed abolition of the death penalty or

This appears to be deliberate pol- icy on the government's part. Fear- ful of influencing what is to be a “free vote” on the subject, it has gone to the other extreme by shrow-

ambiguity. Nor has it any intention of revealing them, even when the de- bate gets under way after Parliament

on his own, which is going to be hard on those who are unaccustomed to ex- ercising this prerogative. =.

_ But the. Montreal Star points out that’ there is, after all,-a-clue as-to how the government’s collective mind works on the subject. The evidence for this is in the White Paper’s ap- pendix, which notes that since the government took offiee in April 1963,
