Congress has passed the electoral College Bill over the President‘s vote, and it is now law. The purpose of this Bill Is to regulate tho countln of votes st the coming Presidential election. It prov ties that no votes shall be counted from States lately in rebellion in which the work of Reconstruction has not been completed. The theory it on which the Bill is based. is that Stat. so described am no regular State Governments. and that thch is therefore no authority entitled to hold elec- tions for Prolidcnttnl electors.

The Princess of Wales became the mother of a daughter on the 7th tilt. Her lioynl Ilighness. who married March l0, I863. has two sons and two daughters. the eldest being four and a half years old.
