y. - . Such agencies may be formed upon filing with the Minister’ of Health and Welfare the constitu- tion and by-laws. signed by not less than ten persons. On approval of the l.ieutensnt-Governor"-im Council such agencies become cor- porate bodies and may afterwards be approved as child welfare agen- cies under the Act. When so estab- lished they assume reap aibility for the welfare and well; ing of all children committed to their care. _

The bill re-enacts many of the old provisions in the existing statute for the protection of neg- lected and dependent children, the provisions for delinquent child- ren being new. '

These include the provisions that a child may be apprehended if either oi the parents or the guar- dian has been personally served with a notice in writing from the director of child welfare, to brin-g the child before a judge to be dealt with under the provisions of the Act. and such parent or guar- dian has complied with the terms of such notice; also that at any time pending the final determina- tion of any investigation the Judge may make such order for the tem- porary detention and care of the child as he may deem proper. ,

if on such investigation thejudge finds that the child is a neg- lected or delinquent child. he may order: (a) that it be deliver- ed to its parents under the friend- ly supervision of the director or of a specified child welfare agency for an undete mined period, or

The promoter accepted an amendment by Mr. Bdl. fixing the age of a child at "u'_ndcr seventeen years of age." The age limit in the old Act is "under eighteen," and in the bill as drafted it was pro- posed to reduce this to "under sixteen."

The world's oldest democracy. Switzerland, was presented last night in a vivid programme by Mr. Anton R. Lendi, himself a native of Switzerland before-A packed hall at Heart! Memorial Hall of Trinity United Church.

The Programme was sponsored by the Willing Circle of the King's Daughters of Trinity

Church. With the aid of colour pictures and films and his own dramatically picturesque speech. Mr. Lendl succeeded in spiritual- ly transporting his audience to the magnificence of the Alpine world and one could almost feel the cool glacial.-breezes or become aware of-the fragrance of the al- pins flowers that blossom every- where. ~

Mr. Lendi‘s story ofthe valiant little nation in the heart of Eur- ope that has set before the world an example of racial tolerance, co- operation nnd peace can well be termed an "Adventure in Friend- ship and International Under- startling."

The creation of such interest in international understanding is perhaps one of the best and effective ways of overcoming the ignorance and intolerance that prevail so widely in the world to- 53'.

Fisheries Federation Meeting April 3

The first quarterly meeting of the Prince Edwqrd Island Fisher- ies Federation is scheduled to be held at the Queen Hotel at noon on April 3rd. .

Over ‘two hundred city canvas- sers will spearhead the lied Cross drive for financial assistance, as the annual campaign opens in the Province next Monday. The can- vassers will be divided into eight divisions under the leadership of Major I. J. Harper, M.C., Loren Machennan, Louis Butler. Capt. J’. R. MacMilian, W. H. Boston, Jack Morris, E. M. Campbell and Maur- ice McAlcer. .With the great fribndly rivalry that exists be- tween the divisions as each strives to be the first to top their ob- jective. the divisional command- era are at present busily choosing their team captains and canvass- ers for the one day drive. With one of the best. organizations in Canada, it is expected that Char- lottetown will again be the first city to, top its objective.
